Food Contact Materials: EU Amends Authorized List of Substances in Plastic FCM

The EU Commission implemented Commission Reg. (EU) 2026/245 amending Annex I to Reg. (EU) No 10/2011 on the authorization or the conditions of use of several substances.

On Feb. 23, 2026, the European Commission (EC) implemented Commission Regulation (EU) 2026/245, which amends Annex I to Regulation (EU) No 10/2011. This amendment addresses the authorization or the conditions of use of several substances, updating the list of authorized substances.

The following changes to the Union list of authorized substances that may be intentionally used in the manufacture of plastic materials and articles intended to come into contact with food (Annex I of Commission Regulation (EU) No 10/2011) shall be implemented:

  • The entry for amines, di-C14-C20-alkyl, oxidised, from hydrogenated tallow is amended
  • Addition of the following substances and their respective restrictions:
    • Phosphorous acid, triphenyl ester, polymer with 1,4-cyclohexanedimethanol and polypropylene glycol, C10-16 alkyl esters
    • Calcium tert-butylphosphonate
    • Amines, di-C14-C20-alkyl, oxidised, from hydrogenated vegetable oil
    • Wax, rice bran, oxidized
    • 2,2′-oxydiethylamine
    • Wax, rice bran, oxidised, calcium salt
