Comprehensive packaging offerings for safety, performance, compliance and sustainability
As e-commerce grows globally, the shipping of goods is an increasingly important factor in customer satisfaction, user experience and product differentiation. Additionally, consumers are increasingly aware that packaging waste can have negative environmental consequences.
Packaging warrants the same care and attention as the product itself. Packaging can represent a significant portion of the cost of goods and serves the critical function of delivering value to the consumer, whether in preserving the quality or safety of the product or delivering it in an easily consumable format. Also, products that arrive damaged may result in returns and lost revenue.
Due to the importance of packaging, taking a holistic approach to the safety, quality, performance, compliance and sustainability of your product packaging can be very beneficial for your business.
UL Solutions offers a full range of performance, sustainability and chemical content services for packaging, including International Safe Transit Association (ISTA) Certified and Amazon Packaging Support and Supplier Network (APASS) testing. Our services help retailers and manufacturers demonstrate compliance with regulations and address the sustainability and chemical impacts of packaging.

Areas of expertise
Physical and performance testing
Physical and performance testing on your packaging can help determine whether the packaging will hold up during transit and is durable enough to stay intact all the way to retail shelves. Our packaging testing capabilities cover a wide range of performance-related aspects for paper and packaging. We offer material testing to industry standards from the Technical Association of the Pulp and Paper Industry (TAPPI).

Testing services we provide
- ISTA Testing
- TAPPI Standards testing
- Amazon APASS, ISTA 6 Amazon Ships in Product Packaging (SIPP) Program or ISTA 6 Amazon Overbox Tier 3
- ASTM D4169 - Standard practice for performance testing of shipping containers and systems, including medical devices
- Packaging validation and stability studies for device transport and storage
Chemical and microbiological testing
Chemicals may be present in packaging materials to achieve specific performance goals or unintentionally due to contaminations or impurities. We provide a wide portfolio of chemical testing according to current legislation of your target markets, such as:
- Heavy metals according to Toxics in Packaging Clearinghouse (TPCH) and Packaging Directive 94/62/EC
- Model Toxics in Packaging Legislation for per- and polyfluoroalkyl substances (PFAS)
- Bisphenol A and other bisphenol content
- Short-chain chlorinated paraffin (SCCP) and flame retardants according to Persistent Organic Pollutants (POP) Regulation 2019/1021
- Polycyclic aromatic hydrocarbons (PAHs), phthalates, dimethyl fumarate and flame retardants according to Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) Regulation 1907/2006
- Substances of very high concern (SVHCs) on the Candidate List of substances subject to notification and communication obligations according to REACH Regulation 1907/2006
Food contact materials testing
Packaging that will be in contact with food is subject to stricter testing requirements. Our food contact experts offer chemical analysis, testing and advisory services to evaluate whether these types of packaging meet regulations, such as:

- European Union (EU) Directive 10/2011
- Food and Drug Administration (FDA) food contact article testing
- 21 CFR 177 series testing for polymers
- 21 CFR 176.170 for paper
Our food contact experts are also able to evaluate for:

- Global migration to different food simulants
- Labels, warnings and risk assessments
Additionally, our experts can help you to:
- Develop protocols for your target markets
- Apply supply chain management strategies
Sustainable packaging
Whether you are conducting carbon footprint measurements to begin assessing the true environmental impact of your packaging or embarking on a comprehensive effort to overhaul packaging, starting with sustainable design, we can help.

- For recycled content validation needs, we offer recycle content validation to UL 2809, the Environmental Claim Validation Procedure (ECVP) for Recycled Content, that assesses post-consumer and pre-consumer closed-loop or total recycled product.
- For product recyclability needs, we offer validation services for the calculation of estimated recyclability rate according to UL 2789, the Environmental Claim Validation Procedure for Calculation of Estimated Recyclability Rate.
- For recyclability of paper-based product validation, we offer UL 2485, the Environmental Claim Validation Procedure (ECVP) for Recyclability of Paper-Based Products.
- For environmental product declarations (EPDs) we provide information disclosure of a product’s environmental impact from a life cycle perspective.
- Our product carbon footprint verification program can help you demonstrate that the carbon footprint of the packaging meets industry standards, such as International Organization for Standardization (ISO) 14067.
Extended producer responsibility (EPR) for packaging
With the heightened awareness of the potential impacts of product packaging to the environment, new packaging legislation is on the rise, causing confusion throughout the supply chain regarding ownership of EPR obligations. By partnering with Evnia, a well-known environmental compliance and consulting firm, we have the data and the expertise to help you navigate the ever-changing EPR regulatory landscape.
