U.K. Ecodesign and Energy Information Amendment
On April 15, 2025, the U.K. Department for Energy Security and Net Zero (DESNZ) published S.I. 2025/497, Ecodesign for Energy-Related Products and Energy Information (Amendment) Regulations 2025 for Northern Ireland.
This document includes amendments to the Ecodesign for Energy-Related Products Regulations 2010 (S.I. 2010/2617) and Energy Information Regulations 2011 (S.I. 2011/1524).
The aim is to align Northern Ireland’s requirements with European legislation. The new energy label follows the most recent EU requirements, including the EU Flag and a QR code linked to the European Product Registry for Energy Labelling (EPREL) database.
The upcoming changes to the European energy labeling and ecodesign regulations include:
Low power mode consumption
(EU) 2023/826 will replace (EC) No. 1275/2008 starting May 9, 2025
Local Space Heaters
(EU) 2024/1103 will replace (EU) 2015/1188 starting July 1, 2025
Fans
(EU) 2024/1834 will replace (EU) No 327/2011 starting July 24, 2026
Household tumble dryers:
- (EU) 2023/2534 will replace (EU) No 392/2012 starting July 1, 2025, including changes in label layout and data
- (EU) 2023/2533 will replace (EU) No 932/2012 and (EU) 2023/2534 will replace (EU) No 392/2012 starting July 1, 2025
Smartphones, mobile phones, cordless phones and slate tablets:
- (EU) 2023/1669, newly introduced, will apply from June 20, 2025. New energy labels are required.
- (EU) 2023/1670 and (EU) 2023/1669, newly introduced, will apply from June 20, 2025.
U.S. EPA Delays PFAS Reporting Requirements
On May 13, 2025, the U.S. Environmental Protection Agency (EPA) released an interim final rule extending the reporting requirements for per- and polyfluoroalkyl substances (PFAS) under Section 8(a)(7) of the Toxic Substances Control Act (TSCA) (40 CFR Part 705).
Under the PFAS reporting rule, anyone who has produced, imported, or been involved in the manufacturing of PFAS or PFAS-containing products at any point since January 1, 2011, through the end of the last calendar year prior to November 13, 2023, is required by the EPA to submit electronic reports detailing their PFAS use, production quantities, disposal methods, exposure risks, and associated hazards.
The PFAS reporting period was initially scheduled to begin on November 12, 2024, as per the rule published in October 2023, but was later delayed to July 11, 2025, due to budgetary constraints.
The EPA is now further delaying the reporting start date from July 11, 2025, to April 13, 2026, with the following reporting due dates:
- October 13, 2026, for most manufacturers
- April 13, 2027, for small manufacturers only reporting as PFAS article importers

Thailand TISI Announces New Mandatory Standards
On April 4, 2025, the Thai Industrial Standards Institute (TISI) announced several Thai Industrial Standards (TIS) for safety and energy efficiency. The Ministerial Regulation issued by the Ministry of Industry (MIND) mandates that the industrial products specified in column (2) conform to the corresponding TIS standard in column (3), which will take effect starting October 1, 2025.

Manufacturers must apply for a TISI Certificate and display the TISI Mandatory Certification Mark with a QR code.
Taiwan MOEA Amends BSMI Requirements
Following an increase in reports of explosion incidents, the Ministry of Economic Affairs (MOEA) amended its legal inspection requirements for household electrical appliances to include the Bureau of Standards, Metrology and Inspection’s (BSMI’s) requirement for seven regulated products with secondary cells or batteries on April 24, 2025.
- Electric insect killers
- Electric blankets
- Coffee mills/coffee bean grinders
- Electro-thermic warmers for personal use
- Electric mattresses
- Electric shavers
- Electric hair clippers
I. The main changes for the regulation:
- Secondary lithium cells or batteries used in electric insect killers (including insect swatters) and six other appliances must comply with CNS 13564: 2013 and Sections 7.3.8.1 “vibration” and 7.3.8.2 “mechanical shock” of CNS 62133-2: 2018.
- For electric insect killers, the description also changed to add “including insect swatters” to clarify the scope of BSMI certification for this product.
- Regarding the certification mode, C.C.C. code and applicable standards for these seven household electrical appliances, there are no changes.

III. Implementation requirements and timeline:
For certified products:
- The existing certificates can be used until their expiration date if the product is certified before June 30, 2026. During the validity period, it is possible to add a series of products according to the original inspection requirements.
- From July 1, 2026, applicants must provide additional application documents to meet the requirement for secondary lithium batteries for the seven regulated products when applying for renewal.
For new applicants:
- For products already in the BSMI scope, new applications submitted before June 30, 2026, should comply with the old regulation. The validity period of the certificate is three years. However, as of July 1, 2026, additional documentation for secondary lithium batteries will be required when applying for the BSMI certificate.
- For products newly added to the BSMI scope, applicants shall provide application documents based on the amendment of the regulation. The validity period of the certificate is three years if the certificate is obtained after the implementation of the amendment. However, if the certificate is issued on or prior to the implementation date, its validity will be from July 1, 2026, to June 30, 2029.
From the announcement date of April 24, 2025, the technical requirements mentioned in notes 1, 2, 3 and 4 of the amendment regulation will be implemented. However, as of July 1, 2026, the relevant old applicable standards will no longer apply to BSMI application.
This amendment went into effect on April 24, 2025.

South Korea Expands Recycling and RoHS Requirements
On April 22, 2025, the Ministry of Environment published Presidential Decree No. 35467, amending the Enforcement Decree of the Act on the Resource Circulation of Electric and Electronic Products and Automobiles. Starting January 1, 2026, the scope of electrical and electronic products subject to restriction of hazardous substances (RoHS) requirements and extended producer responsibility (EPR) obligations will be expanded on different timelines from the existing 50 types of medium and large home appliances such as washing machines and refrigerators, to all electrical and electronic products including medium and small equipment such as clothes dryers and portable fans.
The key information of this amendment is as follows:
Article 14: The regulated products subject to EPR obligations include electric and electronic products designed to be used at a voltage of 1,500 volts or less for direct current (DC) and 1,000 volts or less for alternating current (AC). However, transportation products, military supplies, large fixed industrial facilities, batteries and lighting products as defined by the regulation are excluded from this scope.
The classification of applicable products has been updated by product group:
- Products eligible for specific recycling conditions – Appliances containing refrigerants, such as refrigerators and air conditioners, washing machines, treadmills and electric massager.
- Products in the general scope – Display devices (with a screen of 100 square meters or more), mobile phones, communication and office equipment, and other general electrical and electronic products.
- Solar panels
The new waste recycling scope will be mandatory as of January 1, 2026.
Article 8: The regulated products subject to RoHS requirements have the same definition as above, excluding solar panels.
The new product scope for RoHS requirements will be mandatory starting January 1, 2028.
The amendment has only updated the product scope, without changing any other compliance requirements.
Australia Security Standards for Smart Devices
On February 27, 2025, the Australian Department of Home Affairs published the “Cyber Security (Security Standards for Smart Devices) Rules 2025.”
This document is applicable to all relevant connectable products that are intended by the manufacturer to be used for personal, domestic or household use or consumption and:
Are not any of the following products:
- A desktop computer or a laptop
- A tablet computer
- A smartphone
- Therapeutic goods within the meaning of the Therapeutic Goods Act 1989
- A road vehicle within the meaning of the Road Vehicle Standards Act 2018
- A road vehicle component within the meaning of the Road Vehicle Standards Act 2018
Will be acquired in Australia by a consumer
Relevant connectable products are defined by the Cyber Security Act 2024 as internet‑connectable products or network‑connectable products.
The three main requirements outlined in Part 1 of Schedule 1 of the new rules are as follows:
- Requirements in relation to passwords – Passwords must be unique per product or defined by the user of the product.
- Requirements relating to reports of security issues – During security issues, manufacturers of relevant connectable products are required to publish accessible and clear information regarding the issue as a report.
- Requirements relating to defined support periods and security updates – The manufacturer of a relevant connectable product must publish the defined support period for security updates for the product.
The new requirements will become mandatory on March 4, 2026. Starting on that date, manufacturers of relevant connectable products must provide a statement of compliance with the security standard. The statement of compliance must contain the information specified in Part 2 - Division 3 - Section 9(3) of legislation.
The authority may request a product sample, its statement of compliance or both in writing for examination or audit. The retention period for the statement of compliance is five years.

China CCRC Publishes Cybersecurity Notice
After the Standardization Administration of China (SAC) released its new version of Standard GB/T 20279-2024- Cybersecurity technology – Technical specification for network and terminal separation products, implemented on April 1, 2025, the China Cybersecurity Review, Certification and Market Regulation Big Data Center (CCRC) also published a notice on its on April 2, 2025.
Background:
- Network and endpoint isolation products are in the MIIT/CCRC Network Critical Equipment and Specialized Network Security Products Security Certification (IS certification) scope.
- GB/T 20279-2024 replaced GB/T 20279-2015 - Information security technology - Security technical requirements of network and terminal separation products and GB/T 20277-2015 - Information security technology - Testing and evaluation approaches of terminal separation products, which were the applicable standard for IS certification for network and endpoint isolation products.
Key points of the CCRC notification:
- Starting April 2, 2025, the CCRC will accept IS applications for network and endpoint isolation products, and issue IS certificates based on the new version of the standard.
- For products certified under the old standards, the applicant can submit a modification application through the product certification application system (https://p.isccc.gov.cn) to convert the certificate to the new standard.
- Conversion to the new standard must be completed before March 31, 2027. Certificates that do not meet this timeline will be suspended.
Note:
- GB/T 20279-2024 specifies the security function requirements, security assurance requirements, environmental adaptation requirements and performance requirements of network and terminal separation products. This Standard is applicable to the design, development and testing of network and terminal separation products.
- This new Standard also applies to national information security product certification for network security isolation cards and line selectors and security isolation and information exchange products starting April 2, 2025.

EU, New Energy Efficiency Standards Harmonized
The European Commission published Implementing Decisions on harmonized standards for ecodesign and energy labelling of commercial refrigerators, household washing machines and washer-dryers.
The standards were published in the Official Journal of the European Union as harmonized standards.
