Food Contact: Brazil’s Normative Instruction for Regenerated Cellulose Films

Brazil’s ANVISA publishes Normative Instruction No. 396 for the positive list of substances authorized for the manufacture of regenerated cellulose films intended to come into contact with food.

On Aug. 28, 2025, Brazil’s ANVISA published Normative Instruction No. 396 to establish the positive lists of substances authorized for the manufacture of regenerated cellulose films intended to come into contact with food and its conditions of use.

The positive list for uncoated regenerated cellulose and positive list for regenerated cellulose films coated with cellulose derivatives as well as the restrictions and specifications are specified in Annex I and Annex II, respectively.

The percentages that appear in Annex I and Annex II of this Normative Instruction are:

  • Expressed in mass/mass (m/m)
  • Calculated in relation to the amount of uncoated anhydrous regenerated cellulose film

This resolution will be implemented on Feb. 28, 2026.
