The European Commission (EC) has adopted Commission Regulation (EU) 2016/1198 Amending Annex V to Regulation (EC) No 1223/2009 on Cosmetic Products.
Amending Annex V to Regulation (EC) No 1223/2009, the regulation specifies the authorization of methylisothiazolinone (EC No. 220-239-6 and CAS No. 2682-20-4) at a maximum concentration of 100 ppm in rinse-off products and bans it in leave-on products.
The decision has followed the assessment of the Scientific Committee on Consumer Safety (SCCS) which affirmed the potential risk of the substance in leave-on cosmetic products.
The regulation is in effect as of August 12, 2016, and the cosmetic industry has been given a grace period of until February 12, 2017 to adjust their formulations and withdraw non-compliant products from the market.
