As of Jan. 1, 2019, the Saudi Standards, Metrology and Quality Organization (SASO) developed a new conformity assessment scheme called the Saudi Product Safety Program (SALEEM). SASO also implemented an online product registration and certification platform called SABER. This new online system, SABER, was implemented as a way of streamlining product registration, conformity assessment and product shipment. SABER has replaced the old system for issuing SASO Certificate of Conformity (CoC) for Saudi Arabia, which makes it mandatory for importers in Saudi Arabia to register their products using this online system. The list of regulated products that are mandatory to be certified through SABER as of now are covered under the following regulations:

Now, importers in Saudi Arabia can easily establish their own account in the online platform SABER. Through SABER, the importer will be able to register all of their products models and brands, and then submit an application to get the regulated products (mentioned in the above list) certified. The process has two steps:
- Product Certification of Conformity (Type Approval Certificate)
This is a certificate that is issued through the SABER system for each regulated product depending on the applicable standard per the Technical Regulation. The validity of the certificate is one year. By choosing UL as your SASO Conformity Assessment Body in the SABER system, UL will perform the conformity assessment for the product once it is registered in SABER and the product which is found to be compliant will be certified.
- Shipment Certificate of Conformity
The Shipment Certificate of Conformity is issued for each shipment sent to Saudi Arabia. This certificate will be issued based on the Product Certification of Conformity mentioned above.

UL can perform the necessary technical reviews and then approve your applications on the SABER portal when choosing UL as a Conformity Assessment Body (CAB). We already have four CABs accredited on the SABER system that have multiple Technical Regulations in scope. We also have Arabic speaking staff who are experts in SASO’s processes, online systems and requirements. In addition, UL can also provide testing for products that need to be evaluated to applicable International Electrotechnical Commission (IEC) standards required for registering the product in the SABER system for the Product Certificate of Conformity.
