MFDS Proposes Changes to Enforcement Rule of the Cosmetic Act

South Korean Ministry of Food and Drug Safety (MFDS) has notified the World Trade Organization (WTO) of its ‘Proposed Amendments to the "Enforcement Rule of the Cosmetic Act”.’

Some of the content for the notified document is listed below:

  • Exemption of those in charge of secondary packaging or labeling of cosmetics from mandatory registration of cosmetics manufacturer
  • Exclusion of the requirement for a medical certificate, which proves that the applicant is not a mentally ill person or addicted to drugs or other harmful substances during registration of cosmetics manufacturer-sellers
  • Expansion of eligibility requirements of cosmetics manufacturer-sales managers
  • Requirement for cosmetics in small packages (less than 10ml / 10g) and sample cosmetics to be labeled with a "use by" date and a manufacturing number
