Massachusetts Introduces Bill to Regulate Cosmetics Ingredients

The State of Massachusetts introduced House Bill 2079: An Act Relative to Healthy Cosmetics, to regulate ingredients used in cosmetics.

The bill states that a manufacturer who distributes, sells, offers for sale or manufactures for sale any cosmetic product should report to the Massachusetts Department of Public Health the use of any unsafe cosmetic ingredient in the production of the cosmetic.

Unsafe Cosmetic Ingredient means a cosmetic ingredient that has been identified as unsafe at any level for use in a cosmetic product in a report submitted to the U.S. Federal Food and Drug Administration by the Cosmetic Ingredient Review (CIR). 187J.
