CEN Publishes Two New Standards for Toy Safety

The European Committee for Standardization (CEN) published two new standards for toy safety.

The standards are:

• EN 71-2:2020+A1:2025 Safety of toys - Part 2: Flammability - This European standard specifies the categories of flammable materials prohibited in all toys and requirements concerning the flammability of certain toys when they are subjected to a small source of ignition.

  The main changes are:

  • Inclusion of new definitions for olfactory board games, cosmetic kits and gustative games
  • Modification of the general requirements linked to highly flammable liquids and flammable liquids contained in chemical toys, olfactory board games, cosmetic kits and gustative games, aligning with EN 71-5 and EN 71-13
  • Clarifications on the testing procedure for masks
  • Clarifications on the sample preparation procedure

• EN 71-4:2020+A1:2025 Safety of toys - Part 4: Experimental sets for chemistry and related activities - This document specifies requirements for the maximum amount, and, in some cases, the maximum concentration of certain substances and mixtures used in experimental sets for chemistry and related activities.

  The main changes compared with the previous version include:

  • In Table 1, for substances allowed in chemistry sets, potassium permanganate is now banned as a pure substance and allowed only as a mixture of potassium permanganate in sodium sulfate mixture (2.5% to <3% mass fraction), due to its reclassification as carcinogenic, mutagenic or toxic to reproduction (CMR).
  • The requirements for closure on child-resistant containers/packaging have been revised.
  • A minor revision to the notes regarding marking and instructions for use; no changes in the actual text of quoted phrases.
