European Union Publishes Draft Directive to Reduce BPA Limit in Toys

The European Commission (EC) published notification number G/TBT/N/EU/396 under the Draft Directive which would reduce the migration limit for Bisphenol A (BPA) (CAS Number 80-05-7) in toys intended for children under 3 years of age or in other toys intended to be placed in the mouth.

Currently, BPA is limited in Appendix C of the EU Toy Safety Directive 2009/48/EC with a migration limit of 0.1 mg/l in accordance with the methods in EN 71-10:2005 and EN 71-11:2005.

In light of available scientific evidence, the currently applicable specific limit value for BPA in toys has been evaluated as too high, and a revised migration limit of 0.04 mg/l is proposed in accordance with the methods prescribed in EN 71-10:2005 and EN 71-11:2005.

The proposed date of adoption is the fourth quarter of 2016, while the proposed date of entry into force is the second quarter of 2018.
