EPA Suggests SNUR for Trichloroethylene

UNITED STATES - The U.S. Environmental Protection Agency (EPA) has proposed a Significant New Use Rule (SNUR) for trichloroethylene (TCE) in certain consumer products. Anyone who intends to manufacture or import TCE is required to notify the agency at least 90 days before doing so. It does not apply to the following:

  • Cleaners and solvent degreasers
  • Film cleaners
  • Hoof polishes
  • Lubricants
  • Mirror edge sealants
  • Pepper spray

The proposal has followed the 2014 Toxic Substances Control Act (TSCA) work plan risk assessment of TCE, and has identified risks associated with the use of the chemical in commercial degreasing, in spot treatment during dry cleaning operations and in certain arts and crafts uses.
