ECHA Announces Delay in UK Restriction Dossier on Two Cosmetic Ingredients

The European Chemicals Agency (ECHA) has announced the new expected date of submission of UK of its restriction dossier on cosmetic ingredients octamethylcyclotetrasiloxan (known as D4, with CAS No. 556672 & EC No. 2091367) and decamethylcyclopentasiloxane (known as D5, with CAS No. 541026 & EC No. 2087649).

Initially expected this month, the dossier will be submitted before April 17, 2015.

The proposed restriction states that wash-off personal care products in the EU shall contain no more than 0.1% of D4 nor more than 0.1% of D5. The substances have been described to be persistent, bioaccumulative and toxic (PBT), with very persistent and very bioaccumulative (vPvB) characteristics. Their release into fresh water and subsequent persistence and build-up in sediments followed by bioaccumulation through the food chain has also been cited to be of concern.
