EC Modifies Cadmium Restriction – Paints and Varnishes

The European Commission (EC) released Commission Regulation (EU) 2016/217 on February 16, 2016 amending Annex XVII to Regulation (EC) No 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH).

The amendment bans the use of cadmium and its compounds in paints with codes [3208] and [3209].   Paints with code (3208] are paints and varnishes based on synthetic polymers or chemically modified natural polymers, dispersed or dissolved in a non-aqueous medium). Paints with [3209] code are paints and varnishes based on synthetic polymers or chemically modified natural polymers, dispersed or dissolved in an aqueous medium.

Column 2 of entry 23 of Annex XVII specifies that it is banned to place on the market and use paints with codes [3208] [3209] in a concentration (expressed as Cd metal) equal to or greater than 0,01 % by weight. The previous version did not specify limits.

The amendment entered into force on March 8, 2016.
