The State Council of China released a draft revision to its cosmetic rules that would regulate toothpaste as cosmetics. Currently, oral care products are supervised by the Quality Inspection Department.
- Once toothpaste is included in the category of cosmetics, stricter regulations will be imposed to the products by the China Food & Drug Administration
- Medicinal toothpaste will need to apply for special screening and some may have to undergo human trials to prove their medical effects
- Toothpaste as a cosmetic must list all ingredients on the packagingThe new rule is expected to change the promotion and advertising of toothpaste products as cosmetics.
