Webinar : Energy Efficiency requirements for External Power Supplies
On 9/22, the U.S. Environmental Protection Agency (EPA) held a webinar overviewing the Final Draft Version 1.0 ENERGY STAR® Large Network Equipment (LNE) specification.
Here are some of the outlined topics:
• Scope: Excluding products with Physical Network Ports that have 40Gb/s or higher link rate capability.
• Data Reporting Requirements: Revising the language accordingly to focus on power management features relevant to the end-user at the product level, as opposed to deeper improvements at the component level.
• Power Supply Requirements: EPA remains committed to the proposed PSU requirements, recognizing PSU efficiency at all capacities and load levels including 10% loading point.
• EE Feature Requirements: Maintaining the EEE requirements for all copper based physical ports in Version 1.0 including ports with a speed less than 1Gb/s.
• Performance Data Measurements and Output: EPA developed the 250 watt limit based on the current product offerings from the ten largest manufactures of LNE products in the US.
• Testing Considerations: EPA has enabled manufactures to select the testing configuration to use from the ENERGY STAR Test Method (half-port vs. full-port). This option allows manufactures to focus testing resources to the testing configuration most appropriate for how their product was optimized to operate.
Products can be certified as soon as the specification is finalized which should be early October 2015.

On 9/15, the Department of Energy (DOE) held a public meeting in which UL was the only CB present to get first-hand information on the battery charger test procedure notice of proposed rulemaking (NOPR) and conservation standards.
• DOE decided not to establish a marking requirement for battery chargers as originally proposed in the NOPR.
• DOE confirmed the certification report can be the representative data and not the measured data.
• Standard Appendix Y to Subpart B of Part 430 Table 4.1 currently states if the battery is
multi-voltage, multi-ports & multi-capacity, three sets of test will be required. DOE is proposing to test the battery charger with only the highest rated voltage and highest total rated energy capacity.
UL has offered services to help consumers identify where their products fall under the DOE scope.
On 10/5, the U.S. Environmental Protection Agency (EPA) has released the Final ENERGY STAR Version 7.0 program requirements for Displays. The effective date for the Version 7 .0 specification is July 1, 2016.
• Some groups recommended EPA remove the following examples from the definition of Signage Display as they are extraneous to the qualitative and quantitative criteria of the definition: “electronic display intended for multiple people to view in non-desk based environments, such as retail or department stores, restaurants, museums, hotels, outdoor venues, airports, conference rooms or classrooms.” EPA’s response: Signage displays must still meet at least two out of the four physical attributes provided to meet the definition of signage display. EPA has retained these examples in the definition to provide greater ability to distinguish signage displays from computer monitors, based on how they are typically used.
