Taiwan designated 106 Stage 1 existing chemical substances, which are subject to standard registration. The current Regulation of New and Existing Chemical Substances Registration (新化學物質及既有化學物質資料登錄辦法) schedules the registration deadline for the 106 chemicals as below:

Table 1 - time of obtaining phase 1 registration

However, based on the thorough review of the actual operation regarding the annual report and the standard registration of existing chemical substances and the impact of the COVID-19 pandemic, the Regulation of New and Existing Chemical Substances Registration is being revised for practical needs. The regulated 106 existing chemicals are subject to standard registration only when the manufactured/imported amount reaches 1 tonne/year. The proposed new deadlines are only affected by the time of obtaining Phase 1 registration number but not related to the annual tonnage band.

Additionally, the draft amendment extends the valid period for the new chemical substance registration approval to five years regardless of new substance registration type; the confidentiality period of the chemical substance information approved by the central competent authority is changed to five years for all types of registration.

The public consultation for the draft amendment is open for 60 days from May 28, 2021.
