Taiwan’s Environmental Protection Administration (EPA) published an amendment to the Regulations for Labeling and Safety Data Sheets for Toxic and Concerned Chemical Substances on Nov. 4, 2022.

When the draft amendment was published earlier this year, an article regarding it was posted on UL’s Regulatory Update site.

Compared to the draft, the finalized amendment has one additional modification. When the toxic or concerned chemical substances are a mixture, the hazardous ingredients should be listed on the SDS and label (Article 14). Previously, the main ingredients were required to be listed.

Other than Article 3 (label content) and Article 4 (minimum dimensions of the label), the amendment was implemented immediately upon publication. Article 3 and Article 4 will be implemented beginning Oct. 31, 2023.

Recommended action items

  • Check if your products contain any toxic or concerned chemical substance(s).
  • Modify the label size and content if necessary.
