Europe Releases Standard and Extends Validity of Implementing Decision on Child Safety Requirements

The European Committee for Standardization (CEN) released EN 13869:2016 Lighters - Child Safety Requirements for Lighters - Safety Requirements and Test Methods.

The standard provides child safety requirements for lighters and is not applicable to matches or any other lighting device intended primarily for igniting materials other than smoking materials, such as fuel for fireplaces or for charcoal and gas-fired grills.

Ratified: February 4, 2016

Available: April 13, 2016

Announcement: July 31, 2016

The standard will take effect on October 31, 2016.



Additionally, the European Commission (EC) has published Commission Implementing Decision (EU) 2016/575, extending the validity of Decision 2006/502/EC requiring Member States to ensure that only lighters which are child-resistant are placed on the market, and to prohibit the placing on the market of novelty lighters.

Member states were expected to take actions to comply with this decision by May 11, 2016. This decision will be applicable until May 11, 2017.
