Reconditioned Equipment Certification and Safety Compliance

Certification solutions and safety compliance services for reconditioned equipment

Interest in sustainable construction practices and a move away from a “take-make-waste” linear economy mindset continues to grow. Concerns about the environment and current economic conditions have put a spotlight on a circular economy, which aims to design out waste and pollution, keep products and materials in use, and regenerate natural systems.

In a perfect circular world, products at the end of service life would go through a remanufacturing process that restores them to a like-new condition, which recovers the value and reduces the environmental impact of the product. Remanufacturing (also known as rebuilding, refurbishing, reconditioning or renovating), lessens the need for virgin materials for new products and reduces the energy and emissions required for production. To do this, end-of-life products are systematically disassembled, cleaned and inspected for wear. Damaged components are restored or replaced, feature upgrades are incorporated, and the product is reassembled and requalified.

Circular opportunities globally are estimated to be as much as $700 billion annually on material savings. As a circular economy becomes more relevant due to consumer demands, financial incentives and rising regulatory measures, finding circular flows, like remanufacturing, is critical to keeping materials in productive use longer. However, for remanufacturing to be a viable construction practice, it needs to be sustainable and it cannot undermine the fundamental levels established for public safety.

UL Solutions’ rebuilt equipment certification programs address both sustainable manufacturing practices and safety concerns. We establish the feasibility of determining compliance of the rebuilt product with all the applicable safety requirements and evaluate products to the same requirements used to evaluate newly constructed products. We look for potential effects of deterioration due to normal use and aging or damage caused by fire, flood, seismic, wind or electrical faults. We also consider whether the manufacturer has the necessary facilities, technical knowledge and skills to rebuild products that continue to comply with relevant safety requirements to help ensure the safe approval and use of rebuilt equipment.

Standards and regulations  

The UL Mark on a newly manufactured piece of equipment indicates that the product was in compliance with nationally recognized safety requirements upon factory release, was produced under a factory surveillance program, and is suitable for installation and use in accordance with applicable model codes. However, if a product is subsequently remanufactured or rebuilt, UL Solutions cannot confirm that it continues to comply with the appropriate safety requirements without additional investigation.

NEC 2020

To help ensure the safe approval and use of rebuilt equipment, a revision to Section 110.21(A)(2) of the 2020 NEC® now requires reconditioned equipment to be identified as “reconditioned” and the original listing mark removed. The certification of the reconditioned equipment is not based solely on the equipment’s original listing. Requirements throughout the NEC address requirements for specific type of reconditioned products. 

NEMA policy on reconditioned electrical equipment

The National Electrical Manufacturers Association (NEMA) has developed guidance for reconditioned equipment in the electrical industry. The NEMA Policy on Reconditioned Electrical Equipment contains important information on industry positions relative to the suitability and safety of reconditioned equipment in the electrical infrastructure and processes for accomplishing the reconditioning of suitable equipment.

Reconditioned certified equipment and the UL Mark

Remanufactured equipment, even equipment bearing an original listing mark, may not continue to comply with the safety standards used to investigate the original equipment. It can be difficult or impossible to confirm that the rebuilt equipment continues to comply with critical safety requirements. Because of this difficulty, Section 110.21(A)(2) of the 2020 NEC® now requires reconditioned equipment to be identified as “reconditioned” and the original listing mark removed. These marking requirements provide assistance in determining the details of the equipment reconditioning provider and the report on what was completed by that provider during this process. Equipment bearing a rebuilt equipment listing mark from UL Solutions has been assessed for safety to support approval by the Authority Having Jurisdiction. Alternately a Field Evaluation can be conducted to verify that the rebuilt equipment complies with recognized safety standards. So, while you advance circular economy concepts, look for a UL Mark to confirm safety on reconditioned equipment – this indicates that there is continued safety compliance.

Program requirements for certified reconditioned equipment

Equipment rebuilders must meet the following requirements to achieve reconditioned and rebuilt equipment certification:

  • The original UL Mark must be removed from the equipment being rebuilt or permanently defaced.
  • The equipment can only be modified using materials and procedures that are suitable for the application.
  • As with newly constructed products, production line testing may be required as applicable to confirm that the rebuilt equipment complies with specified safety requirements.
  • Rebuilt equipment complying with all program requirements are plainly and permanently marked with the name of the rebuilder and a UL Mark containing the term “Rebuilt,” Refurbished,” “Remanufactured,” “Reconditioned” or “Renovated” have been investigated by UL Solutions to the applicable Certification (Listing) requirements and comply with UL Solutions’ factory surveillance requirements for a qualified rebuilder. 
  • All rebuilt products shall be judged for compliance with the same requirements that would be applicable to a similar new product being submitted in the same category or in the equivalent non-Rebuilt category.

Once equipment rebuilders demonstrate compliance with all program requirements, they must obtain certification under the specific rebuilt equipment program. As with newly constructed products, equipment rebuilding facilities are covered under UL Solutions’ factory surveillance program to verify ongoing compliance with program requirements.

The guide information for each product category with a rebuilt certification program references the existence of such a program and identifies the applicable UL Mark for rebuilt products.
