Portaria 234:2020 Partial Improvement to Energy Efficiency Requirements for Air Conditioners

The National Energy Conservation Label (ENCE) dimensions and design were updated for air conditioners on July 1, 2020.

Portaria 7:2011 and Portaria 643:2012 establishes the requirement for the energy efficiency labeling program for air conditioners. On July 1, 2020, Portaria 234:2020 was published, providing the improvements to the conformity assessment requirements previously stablished in Portaria 7:2011.

The improvements include, among others:

  • The National Energy Conservation Label (ENCE) dimensions and design was updated: the QR code must refer to the search page of the INMETRO “Registro Objeto.”

The standard basis for performance tests has been updated: the testing shall be carried out under ISO 5151: 2017 or ISO 16358-1: 2013 depending on the product type.

  • The values for classes definitions were updated according to the following tables:

Manufacturers, importers and distributors must take into consideration all the updates mentioned in the Portaria 234 for air conditioners since new labeling requirements, test methods and energy efficiency classes were established to update their test reports and registrations according to the adequacy period established.

  • As of Dec. 31, 2022, national manufacturers and importers must manufacture or import, for the national market, only air conditioners (split air conditioners and window type) in accordance with the energy efficiency classes established in Table I.A. and Table III.
  • As of June 30, 2023, manufacturers and importers must market, in the national market, only air conditioners (split air conditioners and window type) in accordance with the energy efficiency classes established in Table I.A. and Table III.
  • As of June 30, 2024, establishments that engage in distribution or trade activities must sell, in the national market, only air conditioners (split air conditioners and window type) in accordance with the energy efficiency classes established in Table I.A. and Table III.
  • As of Dec. 31, 2025, national manufacturers and importers must manufacture or import, for the national market, only split type air conditioners in accordance with the energy efficiency classes established in Table IV.
  • As of June 30, 2026, manufacturers and importers should market, in the national market, only split air conditioners in accordance with the energy efficiency classes established in Table IV.
  • As of June 30, 2027, establishments that carry out distribution or commercial activity must sell, in the national market, only split air conditioners in accordance with the energy efficiency classes established in Table IV.
