
Gain access to the European market
For many manufacturers within the built environment, accessing the EU market is a major step forward. However, achieving compliance within this new regulatory landscape can prove complicated.
The Construction Products Regulation (CPR) creates harmonized rules for the marketing of products in the EU and provides a common technical language to assess the performance of construction products.
To that end, UL Solutions has many offerings that can help companies achieve compliance and determine whether your products conform to safety standards, including CE and UKCA marking and the UL-EU Mark.
CE and UKCA markings indicate that a product complies with applicable directives and regulations, enabling free movement and sale within the region. The UL-EU Mark can serve as an additional optional mark for CE/UKCA-marked products or as a standalone for products evaluated to non-harmonized standards.
UL Solutions also has a data acceptance agreement with VdS, a German fire safety organization that offers risk assessments, on-site inspections and certifications of products, companies and professionals. This agreement means VdS can accept UL Solutions testing to European standards, significantly reducing the time to market in Central Europe.
Advantages of European access
The UL-EU Mark is a voluntary pan-European certification that can be used to supplement CE marking, or in cases where CE marking is not available for non-harmonized EN standards.
The UL-EU Mark offers manufacturers the chance to demonstrate their commitment to safety by taking the extra step of applying for this voluntary certification, which helps differentiate their products within the market. To simplify the certification process and improve market access, manufacturers can also use this Mark to help obtain a transcontinental Mark for Europe, Canada and the U.S. The UL-EU Mark demonstrates compliance with European standards and can also be used by the manufacturer to show compliance with relevant European directives, such as the Low Voltage Directive.
As a result, this designation enables access to the European Economic Area (EEA), but can also help streamline access to other markets in the Middle East and Asia. Currently, many markets have moved toward European regulations as their criteria, and the UL Mark is a globally respected symbol that can facilitate this trend.
In addition to the CE and UKCA offerings, the UL-EU Mark helps customers address regulatory requirements across EEA markets.
UL-EU Marks can apply to electrical, electronic and construction products. These Marks are covered by our factory inspection/assessment programs and confirm whether end products and components continue to be manufactured in compliance with the service requirements.

Benefits of the UL-EU Enhanced Mark
The UL-EU Enhanced Mark is an evolution from the Legacy UL Mark, and the new version now contains:
- The word “Certified”
- The safety attribute that may be joined by other attributes, such as "marine,” “security” and/or "signaling” to indicate the requirements used for certification related to these specific uses
- The ISO country code of EU (Europe), which is located:
- Directly adjacent to the safety attribute when only that attribute applies to Europe, or
- Immediately below the complete list of applicable attributes when multiple attributes apply to Europe
- A unique identifier
- An optional QR code included in the Enhanced Mark, called the smart Mark

In addition, a manufacturer’s identification — e.g., the company name or trademark, as well as a product model number — must always appear on the same label with the Mark. Alternatively, a manufacturer may stamp, cast or mold the Mark into a product, provided that their identification and a model number also appear on the product.
Products that comply with this program, and also comply with UL Solutions’ U.S. and/or Canada Safety Certification Scheme, may be eligible to bear an alternative combined Mark for all three markets.

The Enhanced and Smart UL Certification Marks were designed as versions of the UL-EU Mark to respond to evolving certification and expanding global marketplace needs. All customers using any variation of the UL Listed and UL Classified Marks can switch at no cost to the enhanced and smart Marks.
