China has issued the Implementation Rules for Compulsory Product Certification of Toys (Trial), CNCA-C22-02:2026, which establish the requirements for China’s mandatory certification (CCC) of toys intended for children under 14 years of age, covering electric toys, plastic toys, metal toys, and ride-on toys.
It specifies the responsibilities and competence requirements of certification bodies, laboratories, certification personnel, manufacturers and producers; identifies the applicable toy safety standards (GB 6675 series and GB/T 19865); and defines certification procedures covering type testing, factory inspections, product consistency, certificate issuance, and post-certification surveillance.
The rules also require production factories to establish, implement, and continuously maintain a quality assurance system suitable for the certified products and manufacturing processes, ensuring that certified products consistently comply with China’s mandatory certification requirements.
The rules will be implemented on Nov. 1, 2026.
