Oman Market Access Guide for Low-Voltage Electrical Appliances

UL International Demko A/S is a notified body authorized by the Directorate General for Standards and Metrology (DGSM) to operate the Omani Conformity Scheme for products within its scope of notification.

Through this designation, UL Solutions supports manufacturers seeking access to the Omani market by performing safety and electromagnetic compatibility (EMC) testing in accredited laboratories and issuing Oman Type Examination Certificates for regulated products.

How the Omani Conformity Scheme works

The Omani Conformity Scheme was established in 2022 following the publication of Ministerial Decree No. 190/2021. The scheme is being rolled out in stages, with additional product categories added over time.

First stage of regulated products

The initial stage introduced mandatory Oman Type Examination Certification for the following product categories:

  • Dishwashers
  • Washing machines with a capacity exceeding 10 kg and up to 25 kg
  • Vacuum cleaners

For these products, an Oman Type Examination Certificate is required to place products on the Omani market.

New requirements for water dispensers

As the scheme expands, additional product categories are brought into scope. Ministerial Decree No. 1/2025 introduces new safety and EMC requirements for household and commercial water dispensers.

These requirements:

  • Took effect in November 2025
  • Became mandatory in February 2026

Technical basis and conformity assessment

The requirements for dishwashers, washing machines, vacuum cleaners and water dispensers are based on the Gulf Technical Regulation for Low Voltage Electrical Equipment and Appliances BD14200401. This regulation includes both safety and EMC provisions.

Conformity is demonstrated through a type examination carried out by a DGSM-designated notified body. Manufacturers may submit applications directly or appoint a local authorized representative to act on their behalf.

Key differences in certification pathways

While all regulated products undergo type examination, the certification outcome differs depending on the product category.

Water dispensers

Water dispensers are regulated under the G-Mark framework. Once the certification process is successfully completed, manufacturers receive:

  • An Oman Type Examination Certificate
  • A GSO Certificate of Conformity
  • The relevant Product Gulf Conformity Tracking System (GCTS)

First-stage regulated products

For dishwashers, washing machines and vacuum cleaners, the process remains unchanged. These products continue to receive:

  • An Oman Type Examination Certificate only

What applies to all regulated products

Regardless of product category:

  • All certificates are valid for one year
  • All approved products are registered in the DGSM online database of approved products

UL Solutions’ role and authorization under the Omani Conformity Scheme

As of December 2025, UL International Demko A/S successfully expanded its notification scope under the Omani Conformity Scheme for Low Voltage Electrical Appliances to include electric water dispensers and, as a result, we are authorized to issue certificates for this newly regulated product category.

In addition, the DGSM and the GCC Standardization Organization (GSO) designated UL Demko as a notified body authorized to perform:

  • Gulf Type Examination Certification
  • Oman Energy Efficiency Registration and Labelling for applicable product categories

UL Solutions also performs safety and EMC testing in accredited laboratories across multiple locations. Test results from these laboratories can serve as a basis for Omani certification, helping you streamline the conformity assessment process.
