Final Rule on the Safety Standard for Portable Hook-On Chairs Released

The U.S. Consumer Product Safety Commission (CPSC) issued a final rule for a new safety standard for portable hook-on chairs under section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA).

On March 30, 2026, the U.S. Consumer Product Safety Commission (CPSC) issued a final rule for 16 CFR Part 1233 establishing a new safety standard for portable hook-on chairs under section 104 of the Consumer Product Safety Improvement Act of 2008 (CPSIA).

The direct final rule incorporates ASTM F1235-25, which covers the performance requirements and test methods designed to support satisfactory performance. The intent of this rule is to minimize injuries to children resulting from normal use and reasonably foreseeable misuse or abuse of portable hook-on chairs.  

The new rule takes effect on July 19, 2026, unless the CPSC receives a significant adverse comment.
