On June 26, 2026, the European Commission (EC) proposed a regulation to simplify certain regulatory requirements and procedures for chemical products covered by the following EU regulations:

Regulation (EC) No 1272/2008 (CLP: Classification, Labeling and Packaging) 
  • Reduces labeling burden and allows use of digital labeling solutions 
  • Eases implementation of label formatting rules 
  • Simplifies advertising and distance-selling obligations 
  • Extends various implementation dates and relabeling deadlines 
Regulation (EC) No 1223/2009 (Cosmetics Regulation) 
  • Streamlines procedures for CMR substances 
  • Removes the food-safety compatibility condition 
  • Clarifies treatment of natural complex substances
