UL 2701, the Outline of Investigation for Electrical Systems for Construction, Agriculture, and Mining Vehicles

UL Solutions has published UL 2701, the Outline of Investigation for Electrical Systems for Construction, Agriculture, and Mining Vehicles. This new Outline of Investigation (OOI) helps manufacturers address the unique safety challenges posed by lithium battery-powered equipment operating in rugged, high-risk environments.

Scope of UL 2701

UL 2701 focuses on the electrical systems of lithium-based battery-powered vehicles used as construction, agricultural, or mining vehicles. An example of the components within an electrical system is shown in Figure 1. The UL 2701 OOI requirements cover the risk of fire, electric shock and explosion hazards associated with the battery-powered electrical system. It’s important to note that UL 2701 does not cover mechanical functions like steering or lifting — it’s all about the safety of the battery-powered electrical system. The OOI does not cover vehicles operated in hazardous locations.

UL 2701 defines safety requirements for the electrical systems of lithium-ion battery-powered vehicles used in construction, agriculture and mining. It addresses critical hazards — fire, electric shock, and explosion — that can arise from high-energy battery systems.

UL 2701 benefits

By achieving UL 2701 certification, you're not just demonstrating compliance. You're making a strategic investment in safety, credibility and operational resilience. For stakeholders like equipment owners, insurers and regulatory authorities, UL 2701 offers:

Icon of a warning symbol
Risk mitigation

Demonstrates proactive safety management, helping reduce the risk of catastrophic electrical failures.

Icon of a document with a stamp next to it
Regulatory support

Simplifies adherence to code authority requirements such as building codes, electrical codes and other safety–related rules by demonstrating compliance to the requirements of the OOI.

Icon of a shield with a checkmark
Operational integrity

Focuses exclusively on safety requirements of the electrical system without overlapping into mechanical domains.
