UL Mexico Querétaro Laboratory to Perform NOM Testing

In May 2022, UL Mexico opened a laboratory in Querétaro, Mexico. The facility, 221 kilometers (137 miles) northwest of Mexico City, is one of the first multinational testing laboratories to open in Mexico. It tests product safety and performance for the Mexican market, as well as for export to the United States, Canada and countries throughout Latin America.

Our laboratory is now accredited and approved as a testing laboratory for various Norma Oficial Mexicana (NOM) energy efficiency and safety standards, and can issue NOM certificates which are a prerequisite for market access to Mexico.

NOM standards are mandatory standards for compliance both at the point of entry in the country (customs) and for product marketing in Mexican territories. To comply with the regulations, products must undergo testing according to the applicable NOM standard, depending on the product type. The NOM energy efficiency standards cover energy efficiency for various products such as luminaires, lamps, refrigerators/freezers, etc., while safety covers a wider range of household appliances, HVAC, etc.

The benefits of the laboratory come into play after a safety or energy efficiency NOM certificate is issued. The mandatory surveillance process must be carried out; otherwise, the NOM certificate is suspended and may even be canceled if the certificate holders do not comply with this mandatory stage. The surveillance process includes sampling at the point of entry and could result in product retesting. The UL Mexico Querétaro laboratory can provide initial testing and surveillance testing to help reach full compliance with all the safety and energy efficiency conformity assessment requirements.

On Feb. 10, 2023, the General Directorate of Standards (DGN) approved UL Mexico as a laboratory that can perform safety testing on different types of electrical and electronic products. On April 26, 2023, the National Commission for the Efficient Use of Energy (CONUEE) approved UL Mexico Querétaro as a laboratory for energy efficiency testing for LED lamps and luminaires for outdoor use under the applicable Mexican standards.
