Toys: New Safety Standard Released in Europe

On Dec. 14, 2025, the European Committee for Standardization (CEN) published EN 71-1:2026 Safety of toys - Part 1: Mechanical and physical properties.

CEN 71-1:2026 specifies the requirements and test methods for the mechanical and physical properties of toys. This document applies to toys for children, which are any products or materials designed or intended, whether or not exclusively, for use in play by children under 14 years old. This refers to new toys, considering the period of foreseeable and normal use, and assuming they are used as intended or in a foreseeable manner, bearing in mind children's behavior.

The main changes to the current designated/harmonized standard (EN 71-1:2014 + A1:2018) are:

  • Reorganization of requirements with additional tests and requirements for ride-on toys
  • New requirements and test method for toys imitating food
  • New test method for expanding materials

EN 71-1:2026 will become the harmonized standard when it is published in Official Journal for the EU.
