Effective in January 2025, Turkey implemented the Communiqué on the Inspection of Certain Textile, Garment and Leather Products—Product Safety and Inspection: 2025/18 (Official Gazette No. 32769).

This Communiqué aims to ensure that products listed in Annex-1 of the Official Gazette dated June 23, 2017, and numbered 30105, which lack technical regulation or human health provisions, comply with the General Product Safety Regulation published in the Official Gazette No. 31420 as well as those published in the Official Gazette on May 5, 2016, and numbered 29701. This document outlines the procedures and principles related to the auditing process.

Specifically, companies wishing to import textile products listed in Annex I of the Communique on the Product Inspection of Textile, Garment and Leather Products (2025/18) must be declared in Turkey’s Risk-Based Trade Control System (TAREKS).

The importer is responsible for ensuring that all imported products within the scope of this Communiqué, whether inspected or not, are safe, comply with all relevant legislation and that the documents accompanying the products are accurate.

This specifies the following:

  • Annex 1—List of products subject to import inspection
  • Annex 2—Documents to be uploaded to TAREKS

Based on a risk assessment, some products may require chemical and mechanical testing. Examples of products subject to testing are footwear and leather goods, which can require testing for nickel, phthalates, chromium VI, dimethyl fumarate, DOT, aromatic amines from azo-dyes and other restricted substances under KKDIK, Turkey’s Registration, Evaluation, Authorization, and Restriction of Chemicals regulation (REACH), published in the Official Gazette dated June 23, 2017, and numbered 30105 bis. Children’s clothing may be inspected for cord and drawstring safety (TS EN 14682) and may require flammability testing (TS EN 14878).
