Textiles, Apparel, and Footwear:  China Publishes Mandatory Standard for Products with Filling Materials 

Effective July 1, 2026, GB 18383-2025 (General Technical Requirements for Products with Filling Materials) shall be applied on a mandatory basis.

Effective July 1, 2026, GB 18383-2025 (General Technical Requirements for Products with Filling Materials) shall be applied on a mandatory basis.

These new requirements include an array of updates, including new provisions, revised provisions and removed provisions.

New provisions

  • Expanded terminology covering non-daily use products, recycled fibers and textile waste
  • Hygiene and safety requirements, including limits and test methods for free residual chlorine, microbial content (bacteria, fungi, coliforms), and sensory inspection procedures
  • Specific raw material requirements for infant products
  • Sampling methods and specimen preparation for hygienic items
  • Requirements for claims related to recycled materials and refined single-item conformity assessment

Revisions

  • Updated definitions for filling materials and related products
  • Enhanced requirements for raw materials, fiber composition, foreign matter content and filling content
  • Revised microorganism requirements, odor testing methods and classification criteria
  • Updated sampling plans and lot conformity rules

Removed provisions

  • Skin and mucous membrane irritation testing
  • Re-inspection requirements
  • Labeling, packaging, storage and transportation requirements for daily-use products
  • Roller testing method
