Taiwan to Amend Hazard Communication Rules under GHS Rev.8

Taiwan's Ministry of Labor has officially published amendments to the Regulations for the Labeling and Hazard Communication of Hazardous Chemicals on August 26, 2026. The amendments align Taiwan's workplace hazard communication requirements with GHS Revision 8 and revise chemical classification, labeling, and Safety Data Sheet (SDS) requirements.
The final rule largely adopts the draft amendment published in May 2026, which was discussed in our previous article, Taiwan to Amend Hazard Communication Rules under GHS Rev. 8. Most of the proposed technical changes have been retained without modification. These include the introduction of desensitized explosives, subdivision of flammable gases into Categories 1A and 1B, adoption of sensitizer subcategories 1A and 1B, revisions to SDS content requirements, and strengthened oversight of SDS accuracy.
The most significant change from the draft proposal is the implementation date. While the draft would have required compliance with the revised classification, labeling, and SDS requirements on January 1, 2028, the final rule extends the transition period by one additional year. The revised Annex 1 (classification and labeling requirements) and Annex 4 (SDS requirements) will now become effective on January 1, 2029.
The Ministry stated that the extension was adopted in response to stakeholder comments requesting additional time to update SDSs, revise labels, and communicate changes throughout the supply chain. The Ministry also noted that no major substantive revisions were made following public consultation. Companies manufacturing, importing, or supplying hazardous chemicals in Taiwan should review the finalized requirements and begin planning for compliance ahead of the January 1, 2029 implementation date.
