Food Contact Materials: Germany Updates Food Contact Material Legislation

The German government has published amending regulations to the country’s Consumer Goods Regulation (BedGgstV). Below are the highlights related to the updates to food contact material legislation.

On Dec. 29, 2025, the German government published amending regulations to the country’s Consumer Goods Regulation (BedGgstV). Below are the highlights related to the updates to food contact material legislation.

Additional permitted substances to printing ink

Annex 14 of BedGgstV now includes 16 new substances that may be used in the production of printing inks for the printing of food contact materials:

  • Tri-n-butylammonium-boro-di-salicylate
  • Waxes and waxy substances, rice bran
  • 2-Pyrrolidinon,1-(2-Hydroxyethyl)-2-pyrrolidinone
  • Hexane, 1,6-diisocyanate homopolymer, blocked with butyl glycidyl ether and polyethylene glycol monomethyl ether, reaction product with propyleneimine
  • 1,1,1-Trimethylolpropane, ethoxylated (n = 6 – 8), ester with 2-benzoylbene zoic acid
  • Neodecanoic acid
  • Diacetonacrylamid
  • 3-Methoxy-3-Methyl-1-Butanol
  • Pentaerythritol, ethoxylated, ester with acrylic acid
  • Hydrocarbons, C11-C13, isoalkanes, < 2% aromatics
  • Pigment Red 168
  • Pigment Red 179
  • Pigment Yellow 65
  • Pigment Yellow 73
  • Pigment Yellow 170

Section 12 of the amending regulations detail the restrictions, specifications, and purity requirements for these substances.

Removal of Preliminary Additives List

Annex 13 of BedGgstV (Preliminary Additives List) was deleted to align with updates on the EU-level.

Enforcement of the EU’s Recycled Plastic FCM Regulations 

(Regulation (EU) 2022/1616, the ‘Recycled Plastic FCM Regulation’) and Bisphenol A Regulation (Regulation (EU) 2024/3190)

BedGgstV is also amended to establish provisions to enforce the EU’s Recycled Plastic FCM Regulation and BPA Regulation.

Extension of transition deadlines

Printed food contact materials that were placed on the market in accordance with the regulations in force until the end of Dec. 31, 2026 (instead of Dec. 31, 2025), may continue to be placed on the market after that date until stocks are depleted in accordance with those regulations.

The implementation of Section 4, Items 5 to 11 shall commence on Jan. 1, 2027 (instead of Jan. 1, 2026).
