Chemicals: Singapore Updates Control Circular for Formaldehyde in Paints

Singapore National Environment Agency (NEA) has updated the hazardous substances control circular issued on Dec. 20, 2024, for formaldehyde in paints.

On May 21, 2025, Singapore National Environment Agency (NEA) updated the hazardous substances control circular issued on Dec. 20, 2024, for formaldehyde in paints.

The update provides changes to the test methods in Annex B of the circular. Based on the circular, the total in-can formaldehyde content in each paint product shall be determined for:

  • White or transparent tinting base
  • Colored tint predicted to contain the highest theoretical amount of formaldehyde

The December release specified that beginning Jan. 1, 2026, the import, manufacture and sale for local consumption of interior paints containing ≥ 0.01% weight of formaldehyde will be prohibited in Singapore.
