Chemicals: EU Adopts Regulation to Add New Restriction on 2,4‑Dinitrotoluene under REACH Regulation

On April 21, 2026, the European Commission adopted Regulation (EU) 2026/859 to strengthen consumer and environmental protection by restricting the hazardous chemical 2,4-dinitrotoluene (2,4-DNT) under the REACH Regulation.

The regulation adds a new entry to Annex XVII, limiting 2,4-DNT in articles to a maximum of 0.1% by weight, whether products are manufactured within or imported into the EU.

2,4-DNT is classified as a Category 1B carcinogen, meaning it is presumed to cause cancer in humans and poses significant health risks even at low exposure levels.

This substance can be present in airbags, electronic articles and plastic bottles used in industrial settings.

The restriction is not applicable to certain articles, such as toys and articles intended to come into contact with food within the scope of Regulation (EC) No 1935/2004.

The new requirement will be enforced beginning May 10, 2027.
