The Secretary of Commerce of Argentina released proposed new amendments to Resolution 169/2018, "Regime for the mandatory certification of compliance with the essential safety requirements for low-voltage electrical products marketed in the country."

Amendments include rewordings and additional supplementary descriptions to the requirements.

Belarus Publishes Proposal for Mandatory Conformity Certification for E-Cigarette Liquids

On Oct. 4, 2021, the Council of Ministers of the Republic of Belarus published the draft amendment of Resolution No. 849, dated Oct. 21, 2016, “on some issues of conformity confirmation in the national conformity confirmation system of the Republic of Belarus.” The proposal includes the mandatory conformity assessment for nicotine-containing liquids for electronic smoking systems effective from April 1, 2022.

The Standards Council of Canada (SCC) announced an update to C22.2 NO. 280 Electric vehicle supply equipment.

The standard covers electric vehicle supply equipment (EVSE) with a primary source voltage of 600 VAC or less, with a frequency of 50 or 60 Hz. Comments were accepted until Oct. 27, 2021.

Colombia Issues Resolution 0899: Technical Regulation Update for Gas Appliances

On Aug. 31, 2021, Colombia’s Ministry of Commerce, Industry and Tourism issued the Modification on Draft Resolution no. 0899.

The purpose of the draft technical regulation is to defend the legitimate objectives of risk prevention that may affect the safety or health of people or animals as a result of the operation of gas appliances and to prevent practices that may mislead the consumer.

Note: The updated resolution will be adopted on Aug. 31, 2022.

EN IEC 62271-112:2021 High-voltage switchgear and controlgear - Part 112: Alternating current high-speed earthing switches for secondary arc extinction on transmission lines

This part of IEC 62271 applies to AC high-speed earthing switches (HSES) designed for indoor and outdoor installation and for operation at service frequencies of 50 Hz and 60 Hz on systems having voltages of 550 kV and above. HSESs described in this document are intended to extinguish the secondary arc remaining after clearing faults on transmission lines by the circuit breakers.

International: IEC Releases New Standard for Safety of Batteries with Aqueous Electrolyte — IEC 60086-5:2021

​​​​​​On Sept. 30, 2021, the International Electrotechnical Commission (IEC) published new standard IEC 60086-5:2021 - Primary batteries - Part 5: Safety of batteries with aqueous electrolyte.

IEC 60086-5:2021 specifies tests and requirements for primary batteries with aqueous electrolytes to ensure their safe operation under intended use and reasonably foreseeable misuse.

This fifth edition cancels and replaces the fourth edition published in 2016. This edition constitutes a technical revision.

International: IEC Releases New Standard for the Safety of Portable Immersion Heaters — IEC 60335-2-74:2021

​​​​​​On Sept. 2, 2021, the International Electrotechnical Commission (IEC) released new standard IEC 60335-2-74:2021. It deals with the safety of portable electric immersion heaters for household and similar purposes with rated voltage no higher than 250 V.

IEC 60335-2-74:2021 is available as IEC 60335-2-74:2021 RLV, which contains the International Standard and its redline version, showing all changes of the technical content compared to the previous edition.

Mexico Releases Declaration of Validity for Lighting Double-Based LED Lamps Designed to Replace Linear Fluorescent Lamps Safety Specification — NMX-J-812-ANCE-2021

​​​​​​On Sept. 10, 2021, the Ministry of Economy, through the General Directorate of Standards, published the Declaration of Validity of the Mexican standard NMX-J-812-ANCE-2021.

This Mexican Standard specifies the safety and interchangeability requirements, as well as the replacement operation, with the test methods and conditions that are required to demonstrate compliance of double-based LED lamps with G5 and G13 bases, which are designed to replace linear fluorescent lamps with the same bases and have:

a) A rated power of up to 125 W

b) A rated voltage of up to 277 V 

This standard will enter into force on March 10, 2022.

Mexico Releases Declaration of Validity of the Mexican Standard for Lighting Self-Balanced Lamps and Lamp Adapters — NMX-J-578-1-ANCE-2021

​​​​​​On Sept. 10, 2021, the Ministry of Economy through the General Directorate of Standards published the Declaration of Validity of the Mexican Standard NMX-J-578-1-ANCE-2021. This standard specifies the requirements for self-ballasting lamps and self-ballasting lamp adapters with a rated voltage of 120 VAC to 347 VAC for connection to threaded lamp holders, pin bases or embeddable contact.

This new standard cancels NMX-J-578-1-ANCE-2016 and will enter into force on March 10, 2022.

Mexico Releases Declaration of Validity of the General Requirement Standard for Primary Batteries — NMX-J-160-1-ANCE-2020

​​​​​​On Sept. 8, 2021, the Ministry of Economy through the General Directorate of Standards published the Declaration of Validity of the Mexican Norm NMX-J-160-1-ANCE-2020 in the official gazette. This standard deals with the general requirements of primary batteries.

This Mexican Standard NMX-J-160-1-ANCE-202 0, Primary cells and batteries- Part 1: General requirements, has modified concordance with the International Standard IEC 60086-1, Primary batteries- Part 1: General, ed12 .0 (2015-07).

This new standard cancels NMX-J-160/1-ANCE-2013 and will enter into force on March 8, 2022.

Mexico Releases Declaration of Validity for the Safety Requirements of Battery Exchange System for Electric Vehicles Standard — NMX-J-785-2-ANCE-2020

​​​​​​On Aug. 25, 2021, the NMX-J-785-2-ANCE-2020 standard was published in the official gazette. It deals with the safety requirements for battery exchange systems for electric vehicles. The battery exchange system is designed to connect to the electrical supply network. The source of power is up to 1,000 VAC and up to 1,500 VDC, according to the Mexican Standard NMX-J-098-ANCE-2014.

This Mexican standard is applicable to battery exchange systems that are supplied from on-site storage systems.

This Mexican standard will enter into force on Feb. 25, 2022.

Colombia to Require Data-Only Mobile Terminals to be Type-Approved

On Dec. 30, 2020, the Communications Regulatory Commission (CRC) issued Resolution 6129 of 2020 "By which the provisions of the Terminal Equipment Homologation Regime are updated, Title VII of Resolution CRC 5050 of 2016 is subrogated, and other provisions are issued."

Through the resolution, the homologation process was simplified and the table of technical standards for all frequency bands that are currently assigned to providers of mobile telecommunications networks was updated.

​​On Aug. 26, 2021, the NMX-J-602-3-ANCE-2020 standard was published in the official gazette. It deals with the electromagnetic compatibility (EMC) requirements of transformers, power supplies reactors and similar products. It establishes the EMC requirements for emission and immunity in the frequency range from 0 Hz to 400 GHz. It is not necessary to carry out tests at the frequencies whose requirements are not specified.

This Mexican Standard will enter into force on Feb. 26, 2022.

​​​​​​​On July 20, 2021, the Electrical and Mechanical Services Department (EMSD) revised the scheme documents of the Voluntary Energy Efficiency Labelling Scheme (VEELS) for electric rice cookers, three types of office equipment and gas appliances. All manufacturers, importers and other parties involved in the product distribution network are welcome and encouraged to participate in the schemes. The authority will send invitations to those known manufacturers and importers. However, with or without an invitation, any interested parties may submit their applications for registration.

​​​​​​​On Sept. 15, 2021, the Secretary of Energy (SE) released the official Mexican standard NOM-003-ENER-2021 in the official gazette.

This Official Mexican Standard establishes the minimum levels of thermal efficiency that water heaters for domestic and commercial use must meet, the test methods that must be used to verify such compliance, and the requirements that must be included in the user information label, as well as the procedure to evaluate the conformity of these products.

The enforcement date is March 15, 2022.

Singapore PUB publishes new WELS Guidebook to Include Requirements for Testing Variant Models for Commercial Dishwashers and Washer Extractors

​​​​The Singapore Public Utilities Board (PUB) released an updated Water Efficiency Labelling Scheme (WELS) Guidebook on Sept. 1, 2021. Under Singapore’s Mandatory WELS, requirements for testing variant models for commercial dishwashers and washer extractors were added.

Manufacturers and suppliers are allowed to test only one basic model regardless of the difference in their operating mode (e.g., coin-operated, remote control-operated, etc.). However, there are specifications to follow.

The National Body of Standardization and Metrology released Order 105-N, providing the list of GOST standards for adoption and implementation in Armenia. EAC-approved products earn certification according to valid GOST standards and the notification does not affect them.

Safety Chile Jan 1, 2022    Chile Releases Protocol for the Certification Procedure for External Power Supplies for Computers, Tablet Chargers and Cell Phone Chargers

On Dec. 7, 2020, the Superintendency of Electricity and Fuels (SEC) of Chile released Protocol PE N° 8/10: 2020. The notified protocol establishes the certification procedure for external power supplies for computers, tablet chargers and cell phone chargers (switch mode units).

Reference standard: IEC 62368-1: 2014/IEC 62368-1: 2018 Audio/video, information and communications technology equipment. Part 1: Security requirements.

Effective date: Jan. 1, 2022

Note: The transition safety standards incorporating protocols PE 8/8 and PE 8/9 include this protocol.

Currently, the PE Protocol Nº8/8 is enforced with the IEC 60950-1 standard for cell phone chargers.

On Sept. 1, 2021, the PE Protocol Nº8/9 for external energy sources for computers became effective with the IEC 60950-1 standard.

Chile Extends Public Consultation on Draft Protocol for Vacuum Cleaners’ and Water Suction Cleaning Devices’ Analysis and/or Safety Tests

Protocol PE No. 1/01:2021 currently regulates vacuum cleaners and water suction cleaning devices. This protocol establishes the safety certification procedure for vacuum cleaners and water suction cleaning devices whose nominal voltage does not exceed 250 V, intended for domestic use and similar purposes.

Chile’s SEC extended the term to receive comments until Aug. 23, 2021.

India Details New Rules for Drone Operation

On Aug. 25, 2021, the Ministry of Civil Aviation detailed new rules for drone operation in India, titled “The Drone Rules, 2021.”

These new rules:

  • Supersede the Unmanned Aircraft System Rules, 2021, which the ministry issued in March 2021
  • Help ensure ease of drone usage on a trust, self-certification and non-intrusive monitoring basis
  • Abolish several approvals incorporated in the previous rules and simplify other related requirements
  • Specify that no person shall operate a drone in India unless the drone conforms to a type certificate that a competent authority issues

India Clarifies Automotive Sector Camera, Speaker and Microphone Coverage Under CRO

On July 22, 2021, the Ministry of Electronics and Information Technology (MeitY) mandated compulsory registration for product categories notified under the "Electronics and IT Goods (Requirement of Compulsory Registration) Order, 2012" schedule, also known as the CRO.

Below is a summary of the clarifications (No: W-47/38/2021-IPHW) for the product ranges used under the automotive sector:

  • The Order covers products irrespective of the HS codes.
  • Wireless microphones, Bluetooth® and smart speakers are notified under CRO. The CRO does not cover wired microphones.
  • The Order does not cover speakers as a component.
  • The scope of CRO covers finished cameras used in an automobile.
  • Cameras, if imported as an integral part of the vehicle, would not attract the CRO provisions.
  • The Order does not cover notified goods in open form which do not have a specific model number.

Safety India      India Clarifies Cameras Used in Medical Devices Coverage Under CRO

On Sept. 1, 2021, the MeitY in India issued a clarification regarding coverage of cameras used in medical devices under the "Electronics and IT Goods (Requirement of Compulsory Registration) Order, 2012," also known as the CRO.

Per the clarification issued, cameras used in medical equipment having registration per provision of Medical Device Amendment Rules, 2020, notified vide G.S.R. 102 (E) dated Nov. 2, 2020, by the Ministry of Health and Family Welfare and tested and certified with IEC 60601, are exempt from the CRO provision.

Mexico Declares Validity of Mexican Standard NMX-I-62368-1-NYCE-2020

On Aug. 8, 2021, the Interior Ministry of Mexico published NMX-I-62368-1-NYCE-2020 in the official gazette. The standard deals with Electronic Equipment-Audio/Video Equipment, Information and Communication Technologies- Part 1: Security Requirements. This new version will cancel NMX-I -62368-1-NYCE-2015.

This Mexican standard applies to the safety of electronic equipment in the audio, video, information and communication technologies fields as well as office and business machines with a nominal voltage not exceeding 480 V. It does not include requirements for performance or functional characteristics of the equipment.

This Mexican standard applies to equipment that operates on single-phase supply voltages of 100 V AC to 277 V AC and 50 Hz or 60 Hz and/or three-phase voltages of 173 V AC to 480 V AC between lines and 50 Hz or 60 Hz.

This standard is not mandatory unless linked to a NOM standard, and as of this publication, this has not been linked or referenced yet.

Saudi Arabia Clarifies That Compliance to SASO IEC 62368-3 is Not Mandatory for Compliance With 62368-1

In an email dated July 6, 2021, the Saudi Standards, Metrology and Quality Organization (SASO) clarified that it is not mandatory to apply standard SASO IEC 62368-3.

Official channels will announce any update or amendment to the plan to apply SASO IEC 62368-3: 2021.

Compliance to SASO IEC 62368-1:2020 will be mandatory starting Jan. 1, 2023.

South Korea Publishes Notice of Enactment of KC 62368-1 and Abolition of KC 60065, K 60950-1 and K 60950-22

On Aug. 27, 2021, the Korean Agency for Technology and Standards (KATS) published a notification on the enactment of KC 62368-1 and abolishment of KC 60065, K 60950-1 and K 60950-22. This notice takes effect from the date of its declaration.

Requirements and test definitions for product safety tests will comply with IEC 62368-1. However, existing safety standards KC 60065, K 60950-1 and K 60950-22 will be abolished on Dec. 31, 2022, after the parallel implementation.

South Korea Publishes Draft Revision Notice of Electrical Appliance Safety Standards of Electrical Steamer for Comments

On Aug. 13, 2021, South Korea’s KATS published notice number 2021-0259 for the draft revision of electrical appliance safety standards of electrical steamers (K 10020) for comments.

The main revision improves the test conditions and methods for abnormal operation of electric streamers and alleviates temperature conditions during temperature rise and abnormal operation.

Thailand Repeals Ministerial Regulation Stipulating AV Products Must Comply With TIS 1195-2561 Standard

On Aug. 27, 2021, Thailand’s Minister of Industry repealed the ministerial regulation requiring audio/video (AV) industrial products and similar electronic appliances to comply with the safety requirements TIS 1195-2561 (2018). Therefore, TIS 1195-2536 (1993) still serves as the current Thai Industrial Standards Institute (TISI) mandatory standard for AV industrial products and similar electronic appliances until further notification.

Thailand Releases Draft Ministerial Regulations Stipulating New TIS Mandatory Standard of Appliances for Heating Liquids — Safety Requirements

On Aug. 19, 2021, TISI issued an announcement to seek opinions from stakeholders on the draft ministerial regulations stipulating that safety requirements for appliances for heating liquids must comply with TIS 2439-2559 instead of the current TISI mandatory safety standard of rice cookers (TIS 1039-2547) and electric hot pots (TIS 2062-2558). This Ministerial Regulation shall come effective 270 days after the date of its publication in the Government Gazette.

The deadline to receive comments was October 13, 2021.

Uzbekistan Introduces Pilot Digital Marking System "Asl Belgisi" for Home Appliances on July 1, 2021

On May 21, 2021, the Cabinet of Ministers of the Republic of Uzbekistan published Resolution No. 322 of May 20, 2021, “On measures to implement pilot projects to expand the list of goods subject to mandatory digital marking.”

Resolution No. 322 is about introducing mandatory digital identification markings (bar codes) on labels with the purpose of making products placed on the Uzbek market traceable. The project is currently under development, and the requirements are gradually being implemented for specific products. Alcohol and tobacco products were the first categories involved.

This Resolution has been in effect since July 1, 2021.

It is expected that the mandatory digital marking requirement will start on Dec. 1, 2021, for home appliances. Consumers can still buy all products manufactured and imported before the implementation within one year.

Europe Publishes New Standard EN IEC 60938-1:2021

​​On Aug. 6, 2021, the European Committee for Electrotechnical Standardization (CENELEC) published EN IEC 60938-1:2021.

This standard is equivalent to IEC 60938-1:2021, which applies to inductors designed for electromagnetic interference suppression intended for use within all kinds of electric and electronic equipment. This generic specification supplies normative references, terms and definitions.

EN IEC 60938-1:2021 supersedes EN 60938-1:1999 and EN 60938-1:1999/A1:2007.

The new standard becomes mandatory starting July 21, 2024. This date marks the end of the period during which manufacturers can use both the old and new versions of the standard to claim “presumption of conformity” to the essential requirements of this standard. After that date, manufacturers can no longer claim presumption of conformity for a product manufactured according to the old version of the standard.

Australia and New Zealand Announce That New Auto-Label Generation Facility Available for Labeled Products

The Energy Rating Website of Australian, State and Territory and New Zealand Governments announced that the Energy Rating Label, which the government regulates, provides consumers with information on a product’s energy efficiency. The Energy Rating Label shows particular appliances’ and equipment’s energy performance, and allows consumers to understand how much a particular model will cost to run and also how energy-efficient it might be in comparison to similar models.

The Energy Rating Product Registration System now has a new functionality that automatically generates an Energy Rating Label for products. This helps reduce the burden on registrants and eliminates the need to engage designers outside of the system to create or change labels, saving time and money.

This new functionality allows registrants to select an option to have the Registration System generate an Energy Rating Label for their product instead of manually creating and uploading a label. The new functionality applies to all labeled products, which includes clothes washers and dryers, dishwashers, televisions, refrigerators, freezers and computer monitors. When prompted, the system will generate a print-ready label based on the information a registrant provides in their application. This functionality already exists for air conditioners to generate the Zoned Energy Rating Label.

Auto-Label Generation is not mandatory, but registrants are encouraged to use it.

Philippines Opens PELP Online Company Registration

The Department of Energy (DOE) announced that Philippine Energy Labeling Program (PELP) Company Registration is now open and will accept registration requests. Everyone who imports, manufactures and distributes PELP-covered energy-consuming products, i.e., air conditioners, refrigerating appliances, television sets and lighting products, is encouraged to register through the PELP online registration portal.

Philippines Publishes Guidelines for Online Company Registration Platform of Philippine Energy Labeling Program

In line with the Philippine Energy Labeling Program (PELP) implementation, the Department of Energy–Energy Utilization Management Bureau has developed the PELP Online Registration Portal, which allows manufacturers, importers, distributors and dealers to register their companies and products covered under the PELP and apply for energy labels. This includes products/models, whether locally manufactured or imported/outsourced. The online portal posted within the DOE webpage will serve as the platform for company registration, product registration and energy label issuance under the PELP.

Note: Product registration and energy label issuance will not start until the DOE announces the each product’s online platform readiness.

With the opening of the PELP company registration on Aug. 12, 2021, the DOE organized an information campaign including a walkthrough of the PELP Online Registration Portal.

South Korea Partially Revises Efficiency Management Equipment Operation Regulations and Standby Power Reduction Program Operation Regulations for Comment

On Aug. 10, 2021, the South Korea Minister of Trade, Industry and Energy published the "Efficiency Management Equipment Operation Regulations" and "Standby Power Reduction Program Operation Regulations" drafts for comment.

The main revision involves transferring computers and monitors, which are products subject to standby power reduction, to efficiency management equipment.

Taiwan Announces Check Measures for Desktops and Laptops regarding Energy Saving Label

On July 8, 2021, the Bureau of Energy and Ministry of Economic Affairs announced the revised energy consumption criteria for desktop and notebook computers. It will become effective on July 1, 2023.

Effective immediately, the check measures are as follows:

  • For new applications: If the new and old criteria reports are attached, the certificate will be valid for two years. If only the old criteria report is attached, the certificate will be valid until June 30, 2023.
  • For extension cases: If a new criteria report is attached, the certificate will be valid for two years. If it is not attached, the certificate will be valid until June 30, 2023.

Ukraine Proposes a Draft Resolution on the Approval of Technical Regulation on Ecodesign Requirements

United Kingdom Makes Ecodesign for Energy-Related Products and Energy Information (Amendment) (Northern Ireland) (EU Exit) Regulations 2021

The U.K. made the Statutory Instrument for The Ecodesign for Energy-Related Products and Energy Information (Amendment) (Northern Ireland) (EU Exit) Regulations 2021 on Aug. 5, 2021, laid on Aug. 9, 2021.

The Secretary of State makes these Regulations in exercise of the powers conferred by section 8C of the European Union (Withdrawal) Act 2018.

These Regulations make amendments in the ecodesign and energy labeling fields in order to implement the Northern Ireland/Ireland Protocol to the Withdrawal Agreement.

Europe Publishes New Standard EN IEC 63296-1:2021

On Aug. 20, 2021, CENELEC published a new standard EN IEC 63296-1:2021. This standard is equivalent to IEC 63296-1:2021.

IEC 63296-1:2021 specifies the methods for measuring battery duration at defined sound pressure levels for continuous music playback of battery-powered loudspeaker equipment. A primary battery or secondary battery can serve as a power source for the loudspeaker and its composite equipment. In the case of composite equipment, this method for battery duration measurement of can apply under the condition of powered loudspeaker playback only.

The DOW of this new standard is Aug. 16, 2024.

Saudi Arabia Publishes Technical Regulation for Restriction of Hazardous Substances

SASO published the Technical Regulations for Limiting Hazardous Substances in Electrical and Electronic Appliances and Equipment on July 9, 2021, with the mandatory application date on Jan. 5, 2022 (180 days after publication of the Gazette). This regulation aims to determine the proportions of hazardous substances in electrical and electronic devices, equipment and their spare parts, which the scope of this regulation includes. It also determines the conformity assessment procedures suppliers must comply with in order to ensure the environment’s preservation and the consumer’s health and safety.

The supplier responsible for electrical and electronic devices and equipment in the market must obtain a certificate of conformity (Type 1a) in accordance with ISO/IEC 17067 from an accepted body. The devices and equipment must meet the requirements of this regulation. Electrical and electronic parts and their spare parts must comply with the technical requirements specified in the standard specifications based on Annex (2-A) of this regulation, and in the absence of Saudi or Gulf standards specifications, they must meet international standards.
