The Secretary of Commerce of Argentina released proposed new amendments to Resolution 169/2018, "Regime for the mandatory certification of compliance with the essential safety requirements for low-voltage electrical products marketed in the country."

Amendments include rewordings and additional supplementary descriptions to the requirements.

Belarus Publishes Proposal for Mandatory Conformity Certification for E-Cigarette Liquids

On Oct. 4, 2021, the Council of Ministers of the Republic of Belarus published the draft amendment of Resolution No. 849, dated Oct. 21, 2016, “on some issues of conformity confirmation in the national conformity confirmation system of the Republic of Belarus.” The proposal includes the mandatory conformity assessment for nicotine-containing liquids for electronic smoking systems effective from April 1, 2022.

The Standards Council of Canada (SCC) is currently reviewing the following Standards for Lawn and Garden Machinery:

Canada Updates the Standard for Electric Vehicle Supply Equipment

The Standards Council of Canada (SCC) announced an update to C22.2 NO. 280 Electric vehicle supply equipment.

The standard covers electric vehicle supply equipment (EVSE) with a primary source voltage of 600 VAC or less, with a frequency of 50 or 60 Hz. Comments were accepted until Oct. 27, 2021.

Colombia Issues Resolution 0899: Technical Regulation Update for Gas Appliances

On Aug. 31, 2021, Colombia’s Ministry of Commerce, Industry and Tourism issued the Modification on Draft Resolution no. 0899.

The purpose of the draft technical regulation is to defend the legitimate objectives of risk prevention that may affect the safety or health of people or animals as a result of the operation of gas appliances and to prevent practices that may mislead the consumer.

Note: The updated resolution will be adopted on Aug. 31, 2022.

​​​​​​On Sept. 3, 2021, the European Committee for Electrotechnical Standardization (CENELEC) published the new standard EN IEC 62271-112:2021.

EN IEC 62271-112:2021 High-voltage switchgear and controlgear - Part 112: Alternating current high-speed earthing switches for secondary arc extinction on transmission lines

This part of IEC 62271 applies to AC high-speed earthing switches (HSES) designed for indoor and outdoor installation and for operation at service frequencies of 50 Hz and 60 Hz on systems having voltages of 550 kV and above. HSESs described in this document are intended to extinguish the secondary arc remaining after clearing faults on transmission lines by the circuit breakers.

International: IEC Releases New Standard for Safety of Batteries with Aqueous Electrolyte — IEC 60086-5:2021

​​​​​​On Sept. 30, 2021, the International Electrotechnical Commission (IEC) published new standard IEC 60086-5:2021 - Primary batteries - Part 5: Safety of batteries with aqueous electrolyte.

IEC 60086-5:2021 specifies tests and requirements for primary batteries with aqueous electrolytes to ensure their safe operation under intended use and reasonably foreseeable misuse.

This fifth edition cancels and replaces the fourth edition published in 2016. This edition constitutes a technical revision.

International: IEC Releases New Standard for the Safety of Portable Immersion Heaters — IEC 60335-2-74:2021

​​​​​​On Sept. 2, 2021, the International Electrotechnical Commission (IEC) released new standard IEC 60335-2-74:2021. It deals with the safety of portable electric immersion heaters for household and similar purposes with rated voltage no higher than 250 V.

IEC 60335-2-74:2021 is available as IEC 60335-2-74:2021 RLV, which contains the International Standard and its redline version, showing all changes of the technical content compared to the previous edition.

Mexico Releases Declaration of Validity for Lighting Double-Based LED Lamps Designed to Replace Linear Fluorescent Lamps Safety Specification — NMX-J-812-ANCE-2021

​​​​​​On Sept. 10, 2021, the Ministry of Economy, through the General Directorate of Standards, published the Declaration of Validity of the Mexican standard NMX-J-812-ANCE-2021.

This Mexican Standard specifies the safety and interchangeability requirements, as well as the replacement operation, with the test methods and conditions that are required to demonstrate compliance of double-based LED lamps with G5 and G13 bases, which are designed to replace linear fluorescent lamps with the same bases and have:

a) A rated power of up to 125 W

b) A rated voltage of up to 277 V 

This standard will enter into force on March 10, 2022.

Mexico Releases Declaration of Validity of the Mexican Standard for Lighting Self-Balanced Lamps and Lamp Adapters — NMX-J-578-1-ANCE-2021

​​​​​​On Sept. 10, 2021, the Ministry of Economy through the General Directorate of Standards published the Declaration of Validity of the Mexican Standard NMX-J-578-1-ANCE-2021. This standard specifies the requirements for self-ballasting lamps and self-ballasting lamp adapters with a rated voltage of 120 VAC to 347 VAC for connection to threaded lamp holders, pin bases or embeddable contact.

This new standard cancels NMX-J-578-1-ANCE-2016 and will enter into force on March 10, 2022.

Mexico Releases Declaration of Validity of the General Requirement Standard for Primary Batteries — NMX-J-160-1-ANCE-2020

​​​​​​On Sept. 8, 2021, the Ministry of Economy through the General Directorate of Standards published the Declaration of Validity of the Mexican Norm NMX-J-160-1-ANCE-2020 in the official gazette. This standard deals with the general requirements of primary batteries.

This Mexican Standard NMX-J-160-1-ANCE-202 0, Primary cells and batteries- Part 1: General requirements, has modified concordance with the International Standard IEC 60086-1, Primary batteries- Part 1: General, ed12 .0 (2015-07).

This new standard cancels NMX-J-160/1-ANCE-2013 and will enter into force on March 8, 2022.

Mexico Releases Declaration of Validity for the Safety Requirements of Battery Exchange System for Electric Vehicles Standard — NMX-J-785-2-ANCE-2020

​​​​​​On Aug. 25, 2021, the NMX-J-785-2-ANCE-2020 standard was published in the official gazette. It deals with the safety requirements for battery exchange systems for electric vehicles. The battery exchange system is designed to connect to the electrical supply network. The source of power is up to 1,000 VAC and up to 1,500 VDC, according to the Mexican Standard NMX-J-098-ANCE-2014.

This Mexican standard is applicable to battery exchange systems that are supplied from on-site storage systems.

This Mexican standard will enter into force on Feb. 25, 2022.

Manufacturers, importers and traders, consumers, conformity assessment bodies (inspection and auditing bodies and testing laboratories) and other concerned stakeholders were all welcome to participate.

Colombia to Require Data-Only Mobile Terminals to be Type-Approved

On Dec. 30, 2020, the Communications Regulatory Commission (CRC) issued Resolution 6129 of 2020 "By which the provisions of the Terminal Equipment Homologation Regime are updated, Title VII of Resolution CRC 5050 of 2016 is subrogated, and other provisions are issued."

Through the resolution, the homologation process was simplified and the table of technical standards for all frequency bands that are currently assigned to providers of mobile telecommunications networks was updated.

​​On Aug. 26, 2021, the NMX-J-602-3-ANCE-2020 standard was published in the official gazette. It deals with the electromagnetic compatibility (EMC) requirements of transformers, power supplies reactors and similar products. It establishes the EMC requirements for emission and immunity in the frequency range from 0 Hz to 400 GHz. It is not necessary to carry out tests at the frequencies whose requirements are not specified.

This Mexican Standard will enter into force on Feb. 26, 2022.

​​​​​​​On July 20, 2021, the Electrical and Mechanical Services Department (EMSD) revised the scheme documents of the Voluntary Energy Efficiency Labelling Scheme (VEELS) for electric rice cookers, three types of office equipment and gas appliances. All manufacturers, importers and other parties involved in the product distribution network are welcome and encouraged to participate in the schemes. The authority will send invitations to those known manufacturers and importers. However, with or without an invitation, any interested parties may submit their applications for registration.

Mexico Releases Standard Update NOM-003-ENER-2021: For the Thermal Efficiency of Water Heaters for Domestic and Commercial Use

​​​​​​​On Sept. 15, 2021, the Secretary of Energy (SE) released the official Mexican standard NOM-003-ENER-2021 in the official gazette.

This Official Mexican Standard establishes the minimum levels of thermal efficiency that water heaters for domestic and commercial use must meet, the test methods that must be used to verify such compliance, and the requirements that must be included in the user information label, as well as the procedure to evaluate the conformity of these products.

The enforcement date is March 15, 2022.

Singapore PUB publishes new WELS Guidebook to Include Requirements for Testing Variant Models for Commercial Dishwashers and Washer Extractors

​​​​The Singapore Public Utilities Board (PUB) released an updated Water Efficiency Labelling Scheme (WELS) Guidebook on Sept. 1, 2021. Under Singapore’s Mandatory WELS, requirements for testing variant models for commercial dishwashers and washer extractors were added.

Manufacturers and suppliers are allowed to test only one basic model regardless of the difference in their operating mode (e.g., coin-operated, remote control-operated, etc.). However, there are specifications to follow.

시행일: 2022년 1월 1일

참고: 프로토콜 PE 8/8 및 PE 8/9를 통합하는 전환 안전 표준에는 이 프로토콜이 포함됩니다.

현재 PE 프로토콜 Nº8/8은 휴대폰 충전기에 대한 IEC 60950-1 표준으로 시행됩니다.

2021년 9월 1일, 컴퓨터용 외부 에너지원에 대한 PE 프로토콜 Nº8/9가 IEC 60950-1 표준과 함께 발효되었습니다.

2021년 7월 22일 전자 정보 기술부(MeitY)는 CRO라고도 하는 "2012년 전자 및 IT 제품(필수 등록) 명령" 일정에 따라 고시된 제품 범주에 대해 의무 등록을 의무화했습니다.

다음은 자동차 부문에서 사용되는 제품군에 대한 설명(No: W-47/38/2021-IPHW)을 요약한 것입니다.

・주문은 HS 코드에 관계없이 제품에 적용됩니다.
・무선 마이크, Bluetooth® 및 스마트 스피커는 CRO에 따라 알림을 받습니다. CRO는 유선 마이크를 다루지 않습니다.
・스피커는 구성품으로 포함되지 않습니다.
・CRO의 범위는 자동차에 사용되는 완성된 카메라를 포함합니다.
・카메라는 차량의 필수 부품으로 수입되는 경우 CRO 조항을 유치하지 않습니다.
・특정 모델 번호가 없는 공개된 형태로 신고된 상품은 주문에서 제외됩니다.

2021년 9월 1일, 인도의 MeitY는 CRO라고도 하는 “2012년 전자 및 IT 제품(필수 등록 요건)”에 따라 의료 기기에 사용되는 카메라의 적용 범위에 대한 설명을 발표했습니다.

발행된 설명에 따라 2020년 의료 기기 수정 규칙 조항에 따라 등록된 의료 장비에 사용되는 카메라는 G.S.R. 2020년 11월 2일자 보건가족복지부에서 IEC 60601 테스트 및 인증을 받은 102(E)는 CRO 규정에서 면제됩니다.

2021년 8월 8일 멕시코 내무부는 관보에 NMX-I-62368-1-NYCE-2020을 게시했습니다. 이 표준은 전자 장비-오디오/비디오 장비, 정보 및 통신 기술-파트 1: 보안 요구 사항을 다룹니다. 이 새 버전이 발표됨에 따라 NMX-I -62368-1-NYCE-2015는 무효화되었습니다.

이 멕시코 표준은 공칭 전압이 480V를 초과하지 않는 사무실 및 업무용 기계뿐만 아니라 오디오, 비디오, 정보 및 통신 기술 분야의 전자 장비 안전에 적용됩니다. 장비의 성능 또는 기능적 특성에 대한 요구 사항은 포함되지 않습니다. .

이 멕시코 표준은 100V AC ~ 277V AC 및 50Hz 또는 60Hz의 단상 공급 전압 및/또는 라인과 50Hz 또는 60Hz 사이의 173V AC ~ 480V AC의 3상 전압에서 작동하는 장비에 적용됩니다. 

이 표준은 NOM 표준과 연결되지 않는 한 필수 사항이 아니며, 공표일을 기준으로 아직 연결되거나 참조되지 않았습니다.

2021년 8월 6일 CENELEC(European Committee for Electrotechnical Standardization)는 EN IEC 60938-1:2021을 발표했습니다.

이 표준은 IEC 60938-1:2021과 동일하며 모든 종류의 전기 및 전자 장비 내에서 사용하도록 설계된 전자기 간섭 억제용으로 설계된 인덕터에 적용됩니다. 이 일반 사양은 규범적 참조, 용어 및 정의를 제공합니다.

EN IEC 60938-1:2021은 EN 60938-1:1999 및 EN 60938-1:1999/A1:2007을 대체합니다.

새로운 표준은 2024년 7월 21일부터 의무화됩니다. 이 날짜는 제조업체가 이 표준의 필수 요구 사항에 대한 "적합성 추정"을 주장하기 위해 표준의 이전 버전과 새 버전을 모두 사용할 수 있는 기간의 끝을 표시합니다. 그 날짜 이후에 제조업체는 더 이상 이전 버전의 표준에 따라 제조된 제품에 대해 적합성 추정을 주장할 수 없습니다.

호주, 주 및 테리토리, 뉴질랜드 정부의 에너지 등급 웹사이트는 정부가 규제하는 에너지 등급 라벨이 소비자에게 제품의 에너지 효율성에 대한 정보를 제공한다고 발표했습니다. 에너지 등급 라벨은 특정 기기 및 장비의 에너지 성능을 보여주고 소비자가 특정 모델을 실행하는 데 드는 비용과 유사한 모델과 비교하여 에너지 효율성이 얼마나 될지 이해할 수 있도록 합니다.
에너지 등급 제품 등록 시스템에는 이제 제품에 대한 에너지 등급 라벨을 자동으로 생성하는 새로운 기능이 있습니다. 이는 등록자의 부담을 줄이는 데 도움이 되며 시스템 외부의 디자이너를 참여시켜 레이블을 생성하거나 변경할 필요가 없도록 하여 시간과 비용을 절약합니다.

이 새로운 기능을 통해 등록자는 라벨을 수동으로 생성 및 업로드하는 대신 등록 시스템이 제품에 대한 에너지 등급 라벨을 생성하도록 하는 옵션을 선택할 수 있습니다. 새로운 기능은 의류 세탁기 및 건조기, 식기 세척기, TV, 냉장고, 냉동고 및 컴퓨터 모니터를 포함하여 라벨이 부착된 모든 제품에 적용됩니다. 메시지가 표시되면 시스템은 등록자가 신청서에 제공한 정보를 기반으로 인쇄 가능한 라벨을 생성합니다. 이 기능은 에어컨의 Zoned Energy Rating Label에 이미 사용되고 있습니다.

자동 라벨 생성은 필수는 아니지만 정부는 등록자의 사용을 것을 권고하고 있습니다.

참고: DOE가 각 제품의 온라인 플랫폼 준비를 발표할 때까지 제품 등록 및 에너지 라벨 발급이 시작되지 않습니다.

대만, 에너지 절약 라벨에 관한 데스크탑 및 노트북 점검 조치 발표

2021년 7월 8일 대만 에너지부과 경제부는 데스크탑 및 노트북 컴퓨터에 대한 개정된 에너지 소비 기준을 발표했습니다. 2023년 7월 1일부터 시행됩니다.

즉시 시행되는 점검 조치는 다음과 같습니다.

• 신규 신청의 경우: 신규 및 기존 기준 보고서를 첨부할 경우 인증서의 유효 기간은 2년입니다. 구 기준 보고서만 첨부할 경우 인증서는 2023년 6월 30일까지 유효합니다.
• 연장의 경우 : 새로운 기준보고서를 첨부할 경우 인증서의 유효기간은 2년입니다. 미첨부 시 인증서는 2023년 6월 30일까지 유효합니다.

영국은 2021년 8월 5일에 2021년 8월 9일에 제정된 에너지 관련 제품 및 에너지 정보를 위한 에코디자인(개정안)(북아일랜드)(EU 탈퇴) 규정 2021을 위한 법적 도구를 만들었습니다.
국무장관은 2018년 유럽 연합(철회)법의 섹션 8C에 의해 부여된 권한을 행사하면서 이 규정을 제정하였습니다.

이 규정은 철회 협정에 대한 북아일랜드/아일랜드 의정서를 이행하기 위해 에코디자인 및 에너지 라벨링 부분을 수정합니다.

2021년 8월 20일 CENELEC은 새로운 표준 EN IEC 63296-1:2021을 발표했습니다. 이 표준은 IEC 63296-1:2021과 동일합니다.

IEC 63296-1:2021은 배터리 구동 확성기 장비의 지속적인 음악 재생을 위해 정의된 음압 수준에서 배터리 지속 시간을 측정하는 방법을 지정합니다. 1차 배터리 또는 2차 배터리는 스피커 및 복합 장비의 전원으로 사용할 수 있습니다. 복합 기기의 경우 이 배터리 지속 시간 측정 방법은 전원이 공급된 확성기 재생 조건에서만 적용할 수 있습니다.

이 새로운 표준의 DOW는 2024년 8월 16일입니다.

SASO는 2021년 7월 9일 전기 및 전자 기기 및 장비의 유해 물질 제한에 대한 기술 규정을 발표했으며 의무 적용 날짜는 2022년 1월 5일(공보 발행 후 180일)입니다. 이 규정은 이 규정의 범위에 포함되는 전기 및 전자 장치, 장비 및 예비 부품의 유해 물질 비율을 결정하는 것을 목표로 합니다. 또한 환경 보전과 소비자의 건강과 안전을 보장하기 위해 공급자가 준수해야 하는 적합성 평가 절차를 결정합니다.

시장에서 전기 및 전자 장치 및 장비를 담당하는 공급업체는 승인된 기관으로부터 ISO/IEC 17067에 따라 적합성 인증서(유형 1a)를 받아야 합니다. 장치 및 장비는 이 규정의 요구 사항을 충족해야 합니다. 전기전자부품 및 그 예비부품은 본 규정의 부속서(2-A)에 근거한 표준규격에 명시된 기술요구사항을 준수하여야 하며, 사우디 또는 걸프표준규격이 없을 경우 국제규격에 부합하여야 합니다.
