Toys: European Commission Publishes New Set of Harmonized Standards

On Dec. 16, 2025, the European Commission (EC) published the Commission Implementing Decision (EU) 2025/2519, which introduces a new set of harmonized standards for olfactory board games, cosmetic kits, gustative games and the migration of certain elements from toys.

On Dec. 16, 2025, the European Commission (EC) published the Commission Implementing Decision (EU) 2025/2519, which introduces a new set of harmonized standards for olfactory board games, cosmetic kits, gustative games and the migration of certain elements from toys.

The harmonized standards are:

  • EN 71-3:2019+A2:2024 Safety of toys – Part 3: Migration of certain elements
  • EN 71-13:2021+A2:2024 Safety of toys – Part 13: Olfactory board games, cosmetic kits, and gustative games

These standards refer, respectively, to the migration of certain elements, olfactory board games, cosmetic kits and gustative games. The new reference standards can already be used as reference standards to be cited in the declaration of conformity (DoC) but in order to allow toy manufacturers sufficient time to adapt their products to the revised specifications in standards between Dec. 16, 2025 and June 16, 2027, either the old or the new version may be used to demonstrate conformity or to appear on the DoC.
