Thailand, New TISI and EGAT Requirement for Electrical Household Appliances

Two schemes are related to electrical household appliances with regard to the Thailand market access requirements.

Two schemes are related to electrical household appliances with regard to the Thailand market access requirement:

  1. Thailand Industrial Standard Institute (TISI) Certification – Mandatory scheme
  2. Electricity Generating Authority of Thailand (EGAT) Label No.5 Program – Voluntary energy efficiency labeling scheme

Household and similar electrical appliances – Safety: General requirements

This TISI standard is modified from IEC 60335-1 Ed.5.2 (2016-05)

 

This industrial standard deals with:

- The safety of electrical appliances for household and similar purposes, their rated voltage being not more than 250 V for single-phase appliances and 480 V for other appliances.

 

- Appliances not intended for normal household use, but which nevertheless may be a source of danger to the public, such as appliances intended to be used by laymen in shops, in light industry and on farms, are within the scope of this standard.

 

Note: Examples of such appliances are catering equipment, cleaning appliances for commercial use, and appliances for hairdressers.

Household refrigerators and refrigerator-freezer – Safety requirements

This TISI standard is modified from IEC 60335-2-24:2010+A1:2012.

 

This industrial standard deals with:

- The safety requirements of refrigerators and refrigerator-freezers for household according to definitions in TIS 455 Part 1:

  • Their rated voltage being not more than 250 V AC for single-phase refrigerator and refrigerator-freezers
  • Their rated voltage being not more than 480 V AC for more than single-phase refrigerator and refrigerator-freezer
  • Their rated voltage being not more than 24 V DC for refrigerator and refrigerator-freezer when DC-battery operated

 

- The refrigerators and refrigerator-freezers are using the refrigerating system compression-type and operated from the mains.

 

Note 1: Attention is drawn to the fact that:

– For refrigerators and refrigerator-freezers intended to be used in vehicles or on-board ships or aircraft, additional requirements may be necessary

– In many countries, additional requirements are specified by the national health authorities, the national authorities responsible for the protection of labor, the national water supply authorities and similar authorities.

 

Note 2: This standard does not apply to

– Refrigerators and refrigerator-freezers intended to be used in the open air

– Refrigerators and refrigerator-freezers designed exclusively for industrial purposes

– Refrigerators and refrigerator-freezers intended to be used in locations where special conditions prevail, such as the presence of a corrosive or explosive atmosphere (dust, vapor or gas)

– Refrigerators and refrigerator-freezers incorporating a battery more than 24 V DC intended as a power supply for the refrigerating function

– Refrigerators and refrigerator-freezers assembled on site by the installer

– Refrigerators and refrigerator-freezers with remote motor-compressors

– Commercial dispensing appliances and vending appliances (IEC 60335-2-75)

– Commercial refrigerators and freezers used for the display of food products, including beverages, for retail sale (IEC 60335-2-89):

– Commercial ice-cream appliances

– Wine cellars

– Freezers (only have the freezer compartment or the refrigerators have only the freezer compartment but able to adjust the temperature as freezer type)

 

Note 3: This standard also applies to:

– Refrigerators and refrigerator-freezers that can be operating but not have enclosure

– Refrigerators and refrigerator-freezers that having the completed piping for cooling system but not containing the refrigerants

– Built-in refrigerators

– Other appliances are not identified in Note 2.

Household refrigerators and refrigerator-freezer – Environmental requirements: Energy Efficiency

This TISI standard determines the minimum energy efficiency performance (MEPS) for household refrigerators and refrigerator-freezers.

 

This industrial standard deals with refrigerators and refrigerator-freezers using the refrigerating system compression-type and operated by alternating current (V AC).

 

This industrial standard does not apply to:

- Refrigerators and refrigerator-freezers intended to be used in the open air

- Refrigerators and refrigerator-freezers designed exclusively for industrial purposes

- Refrigerators and refrigerator-freezers intended to be used in locations where special conditions prevail, such as the presence of a corrosive or explosive atmosphere (dust, vapour or gas)

- Refrigerators and refrigerator-freezers incorporating a battery intended as a power supply for the refrigerating function

- Refrigerators and refrigerator-freezers assembled on site by the installer

- Refrigerators and refrigerator-freezers with remote motor-compressors

- Commercial dispensing appliances and vending appliances (IEC 60335-2-75)

- Commercial ice-cream appliances

- Wine cellars

- Freezers (only have the freezer compartment or the refrigerators have only the freezer compartment but able to adjust the temperature as freezer type)

- Refrigerating display cabinets as per TIS 1235 and TIS 2700

- Commercial refrigerators as per TIS 2675

- Chest freezer as per TIS 2738

- Built-in refrigerator

New EGAT requirement for washing machines (top-load and twin-tub)

The Electricity Generating Authority of Thailand (EGAT) is program owner of Label no. 5 (energy label). It had a meeting with washing machine stakeholders (local importers and manufacturers) to discuss the new energy efficiency criteria of washing machines. Here is a summary of the results:

2. Implementation plan of EGAT label with new energy efficiency criteria

  • Aug. 1, 2020 — Existing products carrying EGAT No. 5 label will be informed by EGAT. Product that consume energy more than 12.80 will be disqualified to the new No. 5 label, but the product owner has a chance to appeal with a new test report until October 31, 2020.
  • Oct. 31, 2020 — Stop distributing EGAT labels according to old energy efficiency criteria. But products in the market shall still carry old EGAT label in November and December 2020, hence product owners shall order sufficient old EGAT labels by October 31.
  • Nov. 1, 2020 — Start distributing EGAT labels with new energy efficiency criteria, but the new label can be affixed on product only after January 1, 2021.
  • March 31, 2021 — Products carrying EGAT No. 5 label according to old energy consumption criteria will not be allowed to be circulated in the market.
