Revision of Restriction for Nonylphenol Ethoxylates

Draft Commission Regulation amending Entry 46 of Annex XVII to Regulation (EC) No 1907/2006 of the European Parliament and of the Council on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) as Regards Nonylphenol Ethoxylates will review measures more restrictive on such substances used in textile articles, including:

  • Textile articles, that can reasonably be expected to be washed in water during their normal lifecycle, shall not be placed on the market if they contain Nonylphenol  ethoxylates  in concentrations equal to or greater than 0.01% by weight of that textile article or of each part of the textile article.
  • Textile articles subject to the restriction, will be defined as in the review: “any unfinished, semi-finished or finished product which is composed of at least 80% textile fibres by weight, or any other product that contains a part which is composed of at least 80% textile fibres by weight.”

Currently, these products shall not be placed on the market or used as substances or in mixtures in concentrations equal to or greater than 0,1 % by weight for a variety of purposes related to the domestic and industrial activities, including those of the processing of textiles and leather.

The restriction will not apply to the placing on the market of second-hand textile articles or to new textile articles produced exclusively from recycled textiles.
