Food Contact Materials: Brazilian Resolution No. 992 for Regenerated Cellulose Films

Brazil published Resolution No. 992 for the sanitary requirements applicable to regenerated cellulose films intended to come into contact with food.

Brazil’s National Health Surveillance Agency (ANVISA) has published Resolution No. 992 that provides for the Sanitary Requirements Applicable to Regenerated Cellulose Films Intended to Come into Contact with Food.

On Aug. 28, 2025, Brazil’s ANVISA published Resolution No. 992 that provides for the Sanitary Requirements Applicable to Regenerated Cellulose Films Intended to Come into Contact with Food.

This Resolution incorporates GMC/MERCOSUR Resolution No. 16, of July 1, 2025, into the national legal system and applies to regenerated cellulose films intended to come into contact with food, in accordance with the use for which they are intended, and which:

  • Constitute in themselves a finished product
  • Are part of a finished product that contains other materials

For the purposes of this Resolution, regenerated cellulose film or film is understood to be a thin sheet made of refined cellulose from non-recycled wood or cotton.

This Resolution will be implemented on Feb. 28, 2026.
