On August 13, 2026, the U.S. Environmental Protection Agency (EPA or the Agency) posted an update to the public version of the Toxic Substances Control Act (TSCA) Chemical Substance Inventory on its website. This was the first update to the public version of the Inventory in over a year.
This latest version of the public Inventory includes 86,741 chemicals. Of those, 42,698 are active in U.S commerce and 44,043 are inactive.
Under TSCA Section 5, companies must notify EPA at least 90 days before manufacturing or importing a chemical substance that is not listed on the Inventory for a non-exempt, commercial purpose subject to regulation under TSCA. They must do so by preparing and electronically submitting a premanufacture notice (PMN). Following review of a PMN by EPA, a PMN submitter must also provide a Notice of Commencement of Manufacture or Import (NOC) to the Agency within 30 calendar days of the date the PMN substance is first manufactured or imported for non-exempt, commercial purposes. Like PMNs, NOCs must be submitted electronically to EPA. Upon receipt of a complete NOC, EPA will add the PMN substance to the TSCA Inventory.
Under TSCA Section 8, companies must notify EPA before manufacturing, importing, or processing a chemical substance that is designated as inactive on the Inventory, but not more than 90 days before. They must do so by preparing and electronically submitting a Notice of Activity (NOA) Form B. Upon receipt of a complete NOA Form B, EPA will change the commercial activity designation of the subject chemical substance from inactive to active.
