In December 2025, China issued GB 18383-2025 General technical requirements for Products with Filling Materials. It defines terms and classifications for wadding fiber products, outlines requirements for materials and performance, and specifies sampling procedures, judgment rules and labeling expectations. The standard also details corresponding testing methods to support consistent assessment and compliance. Together, these provisions create a structured approach for manufacturers and stakeholders to evaluate the safety, quality and conformity of products with filling materials.
The 2025 revision introduces new definitions, including non-daily-use filling products, waste fiber products, old fiber products and recycled chemical fibers. It also distinguishes products intended for daily use, which are in close contact with the human body, from non-daily-use products.
