Brazil’s Cosmetic Ingredient Regulations Updated

On June 11, 2026, Brazil’s cosmetic framework was updated with changes to prohibited and restricted substance lists, as well as the addition of new labeling requirements and compliance deadlines.

On June 11, 2026, two resolutions on cosmetic ingredients were updated as part of ANVISA's broader modernization of the Brazilian cosmetics ingredient framework and bringing Brazil into alignment with the latest MERCOSUR cosmetics requirements.

Resolution RDC 529/2021 was amended through RDC 1.030 of June 11, 2026, incorporating MERCOSUR Resolution GMC No. 07/25 with inclusions, deletions and changes to the list of prohibited substances.

Thirteen new entries were added to the prohibited list, although some entries cover groups which contain multiple individual substances or CAS numbers. Substances were also deleted from the prohibited list and placed in the restricted-substances framework, where use is allowed only under applicable conditions, including:

  • Benzoyl peroxide, CAS 94-36-0
  • Methyleugenol, CAS 93-15-2
  • Hydroquinone, CAS 123-31-9
  • Azelaic acid, CAS 123-99-9

Resolution RDC 530/2021 was revoked by RDC 1.029 of June 11, 2026. RDC 1.029/2026 updates the maximum permitted concentrations, usage limitations, and mandatory labeling warnings for a wide range of restricted substances.

Both resolutions were published in the Federal Official Gazette on June 15, 2026, and entered into force on the date of publication.

For Resolution RDC 1.030/2026, there is a 12-month transition period for companies to comply, ending on June 15, 2027, except for substances BUTYLPHENYL METHYLPROPIONAL and HYDROXYISOHEXYL 3-CYCLOHEXENE CARBOXALDEHYDE, which have an 18-month transition from publication date for compliance.

For Resolution RDC 1.029/2026, there is a 24-month transition period for companies to comply, which ends on June 15, 2028.
