Inmetro Portaria 231:2026 establishes updated regulatory requirements for light-emitting diode (LED) lighting products in Brazil. The ordinance marks an evolution in Brazil’s national conformity assessment framework, reinforcing the country’s commitment to product safety, energy efficiency, reliable performance and market transparency. It introduces updated technical requirements for LED luminaires and lamps, aligned with current technologies and international practices, along with enhanced performance and safety criteria.
The ordinance also revises conformity assessment procedures, expands the scope of products subject to certification, and strengthens the market surveillance approach in support of fair competition and consumer protection. As a result, a significantly larger number of lighting products now fall within the scope of mandatory certification in Brazil.
Latest update
Compared to previous regulations, Portaria 231:2026 significantly expands the scope of products required to comply, moving beyond LED lamps to cover a much broader range of lighting solutions. A key structural change is the mandatory inclusion of LED luminaires, meaning certification now extends beyond light sources to complete lighting systems. This marks a shift from lamp-only regulation to full lighting system regulation.
Newly included product categories used across residential, commercial and industrial applications include:
- LED panels and flat luminaires
- Downlights and spotlights (directional lighting)
- Plafons and ceiling luminaires
- Linear and architectural lighting systems
- High-bay and industrial luminaires
- Wall-mounted and decorative luminaires
- Track lighting systems and retail display solutions
- Pendants, chandeliers and decorative fixtures
The regulation also highlights innovative and previously unregulated technologies, including smart lighting products with connectivity (Wi-Fi, Bluetooth®, Zigbee®), dimmable and tunable white luminaires, RGB/RGBW and color-changing lighting systems, and app-controlled or automation-integrated lighting solutions. This is particularly relevant for the smart home, architectural and decorative lighting segments.
While LED lamps were already regulated, the ordinance expands and clarifies their scope to now include lamps with integrated drivers, fixed and variable color temperature products, multicolor and tunable light sources, and a broader range of voltages, bases and configurations.
How to achieve conformity
Portaria 231:2026 introduces revised conformity assessment procedures, including certification and testing requirements. Products falling within the expanded scope, including LED luminaires, smart lighting products and the broadened range of LED lamps, must be certified to comply with the ordinance.
