On June 26, 2025, Argentina’s plant protection regulatory framework went through a major update targeting modernization and a more agile system for importing and marketing these products.
The National Agrifood Health and Quality Service, known by the acronym SENASA, published Resolution 458/2025, which established a new registration procedure for phytosanitary products as well as the implementation of the Globally Harmonized System (GHS) into their labels.
The regulation states under Article 14 that the classification of health hazards should be aligned with Revision 9 of the United Nations Globally Harmonized System of Classification and Labeling of Chemical Products. Annex VIII, which is included in the regulation, provides practical information on the hazard classification and can be used as a complementary guide.
The procedure for registering phytosanitary products is detailed under Annex III, and an online platform already exists with products that have been registered. The platform includes formulated products and provides information on registration number, brand, company, active ingredients, and the "toxicological band". The platform can be found through the following link: https://aps2.senasa.gov.ar/vademecum/app/publico/formulados.
There is an allowance for registrations to be expedited for cases where active substances have been approved in countries with similar regulations, such as Australia, Brazil, Canada, European Union, Japan, New Zealand, Switzerland, United Kingdom and United States.
Another key aspect of this regulation is that SENASA will temporarily consider the maximum residue limits adopted in countries of origin when there is still no data available in Argentina.
The Resolution enters into force on Sept. 25, 2025.
Timeline for compliance
- Companies with already registered products have a maximum of three years to comply with the full implementation of GHS.
- There is a ninety-day period from the effective date of the Resolution for the government to issue the labeling requirements according to GHS.
