Ukraine: Energy Efficiency – Ecodesign and Labelling Technical Regulations Implemented this Year

New technical regulations became mandatory for Ukraine market access following a gradual schedule for the implementation.

As part of a larger program for the implementation of energy efficiency requirements in Ukraine, new technical regulations became mandatory for Ukraine market access following a gradual schedule for the implementation.

In addition to the energy label, requirements for ecodesign have been considered by the Ukrainian authority and a number of new regulations for specific product categories entered into force during 2020. The last publication, not yet in force, involves space heaters and combination heaters.

A complete list of regulations in now in place, setting requirements that are harmonized with relative European directives.

Appliances subject to energy labelling requirements:

  • Household ovens and cooker hoods
  • Household tumble dryers
  • Air conditioners
  • Vacuum cleaners
  • Household refrigerators
  • Household washing machines
  • Household dishwashers
  • Electric lamps and fixtures
  • TVs

New categories included, with regulations entering into force in 2020:

  • Water heaters, hot water storage tanks and packages of water heater and solar device

For these products the energy label and product fiche in Ukrainian and technical documentation folder are required.

Appliances subject to ecodesign requirements:

  • Vacuum cleaners
  • Household refrigerators
  • Fans
  • Water pumps
  • Simple set-top boxes
  • Electric motors
  • Small, medium and large power transformers
  • No-load condition electric power consumption and average active efficiency of external power supplies
  • Directional lamps, light emitting diode lamps and related equipment
  • Glandless standalone circulators and glandless circulators integrated in products.

New categories included, with regulations entering into force in 2020:

  • Household tumble dryers
  • Household dishwashers
  • Household washing machines
  • Household ovens, hobs and cooker hoods
  • Water heaters and hot water storage tanks
  • Air conditioners and comfort fans
  • Standby and off-mode electric power consumption of electrical and electronic household and office equipment
  • Non-directional household lamps
  • Fluorescent lamps without integrated ballast, for high intensity discharge lamps, and for ballasts and luminaires able to operate such lamps
  • TVs
  • Computers and computer servers
  • Space heaters and combined heaters (enter into force on August 29, 2020, and the requirements will be implemented in stages)

The regulations set ecodesign requirements for energy-related products and are developed on the basis of the relative European Commission Regulation, implementing directives 2009/125/EC and 2005/32/EC.

Products in compliance with ecodesign requirements shall be marked with the Ukrainian National Mark of Conformity. The manufacturer or his authorized representative shall affix the mark and sign a Declaration of Conformity.

Considering both labelling and ecodesign regulations, there is no need for in-country testing. The tests can be conducted by the manufacturer or by a third-party test laboratory. In addition, no registration and/or certification is required for Ukraine.

The transition period for the implementation of the new requirements is determined by each technical regulation, typically six months after the entry into force, but it may vary for specific product categories.
