Turkey Activates Regulatory Control of Child Care Products at Customs Level

With the goal of withdrawing products bearing serious risks from the market, Turkey is performing import checks for the presence of azo dyes, flame retardants and phthalates in certain products listed in the Annex of the Official Gazette No. 27893 - Communiqué on Market Surveillance and Inspection Relating to Hazardous Chemical Content of Certain Consumer Products and Security Risks, on consumer products listed in Annex 1 and 2 of the Official Gazette No.28270.

Why It Matters
The Official Gazette 27893 (02.04.2011) Communiqué on Market Surveillance and Inspection Relating to Hazardous Chemical Content of Certain Consumer Products:

  • Control of certain harmful chemicals in consumer products

The Official Gazette 28270 (20.04.2012) Security Risks on consumer products includes:

  • The mechanical and chemical requirements for child care products and in particular cords and drawstrings used in children's clothing and resistance to flammability
  • The basic requirements for stationery products including mechanical safety, chemical properties, and appropriate age labeling
  • Food imitation products or their separable parts must not lead to drowning, poisoning or gastrointestinal perforation or obstruction, in case of taking into the mouth, sucking or swallowing by consumers, especially children

The Official Gazette 27893 (02.04.2011) was originally published in 2011 but was inactive. In 2012 the Government of Turkey began controlling products in the internal market, and in 2013 control is now at the customs level. Additionally, the Ministry of Customs and Trade now announces any products found in internal market which do not comply with the regulations, including shoes, school bags, stationery products, and belts.
