EC Notifies WTO of its Intended Cosmetics Regulation Changes

The European Commission has notified the World Trade Organisation (WTO) of its intended revisions to the EU cosmetics Regulation. These changes include:

Restriction on the use of diethylene glycol monoethyl ether (DEGEE)

Authorization of potassium hydroxide (KOH) for certain uses

Authorization of trimethylbenzoyl diphenylphosphine oxide (TPO) for professional use

Removal of the quaternium-15 from the Regulation's Annex V list of authorised preservatives, because of an automatic ban since 2010 prohibiting the compound in cosmetic products

The proposed adoption date for all four changes is on the fourth quarter of this year.

Deadline for submission of comments has been set on August 8, 2015.
