In response to growing global interest in energy efficiency, UL Solutions is enhancing its testing infrastructure in Japan with a focus on electric motor performance and regulatory compliance. Our current initiative aims to help manufacturers demonstrate compliance to the latest international standards, including the expanded requirements introduced by the U.S. Department of Energy (DOE).
Responding to global regulatory trends
The DOE’s Final Rule (87FR63588), effective April 17, 2023, significantly broadened the scope of regulated motor types, including synchronous motors, inverter-only motors and other advanced technologies. These changes require compliance testing for a wider range of products, reflecting a global shift toward sustainability and energy conservation.
The UL Solutions commitment to market needs
We recognize the strategic importance of Japan’s motor manufacturing industry, renowned for its innovation, precision and quality. UL Solutions is establishing the Motor Energy Efficiency Laboratory in Japan, specifically designed to help Japanese customers manage compliance to U.S. DOE requirements.
This initiative will:

- Promote energy-efficient technologies in alignment with global sustainability goals
Introducing the Motor Energy Efficiency Laboratory in Japan
Located in Ise City, the new laboratory is part of the UL Solutions Japan Ise Campus and became operational in November 2025. This facility is strategically positioned to serve domestic and international customers with high-quality, localized testing services.
