Russian Regulation CU TR 008 2011: Toy Import Certification Update

According to the Russian Regulation CU TR 008 2011, a certificate is needed in order to import toys into the Custom Union of Russia, Kazakhstan, and Belarus. There are two certification schemes to choose from:

1. Certificate for a Party (e.g., shipment): Test toys in accordance with CU TR 008 2011 and carried out by an accredited Russian laboratory, issuance of certificate valid only for one single shipment and for the exact amount of goods declared in the invoice and reported into the certificate, with no factory audit required.

2. Serial Certificate: Test toys in accordance with CU TR 008 2011 carried out by an accredited Russian laboratory, issuance of certificate with three years' validity, with mandatory annual factory audit by Russian inspectors required.

Applying for a certificate is open only to a company with an available Customs Union local representative (companies juridically recorded in Russia, Kazakhstan, or Belarus), while the production may be located anywhere in the world.
